The use of integrated approach in programming periods 2007-2013 and 2014-2020

Abstract:

Tato práce se zabývá zhodnocením integrovaného přístupu v územním rozvoji s důrazem na koncept metropolitních regionů a metropolitní governance. Využití integrovaného přístupu je zkoumáno prostřednictvím integrované teritoriální investice (ITI) zavedené v ČR v aktuálním programovém období 2014-2020. Výzkum probíhal na základě rozhovorů s aktéry zapojených do ITI Ostravské aglomerace (regionální úroveň) a se zástupci Ministerstva pro místní rozvoj a Ministerstva dopravy (národní úroveň). Předmětem této práce bude tudíž identifikace a porovnání představ a názorů zainteresovaných aktérů na obou úrovních ve vztahu k jejich očekávání, současnému stavu a budoucnosti ITI v rámci metropolitního regionu respektive metropolitní governance. Práce je rozdělena do čtyř sekcí. První z nich představuje teoretickou část, v níž budou diskutovány metropolitní regiony (a metropolitní governance) coby funkční a především politicko-plánovací koncept, přičemž budou stručně zmíněny i příklady fungování metropolitních regionů ve vybraných evropských zemích. Text následně navazuje na problematiku metropolitních regionů v Česku se zaměřením na příklad Ostravské metropolitní oblasti. Druhá sekce popisuje volbu metod a technik sběru dat. Poslední dvě sekce práce pak tvoří empirická část věnující se nejprve prezentaci výsledků výzkumu provedeného na národní a regionální úrovni, posléze shrnutí hlavních poznatků a diskuzi s tvrzeními uvedenými v teoretické části této práce.

Abstract:

The aim of this thesis is to evaluate the integrated approach in spatial development with respect to the metropolitan region and metropolitan governance. The use of the integrated approach is examined by Integrated Territorial Investment (ITI) which is used in the Czech Republic in the present programming period 2014-2020. This research was realized by semi-structured interviews with stakeholders from ITI Ostrava (regional level) and from the Ministry of Regional Development and the Ministry of Transport (national level). Thus the subject of this thesis is to identify opinions and ideas of experts from these two levels with regards to their expectations, present situation and the future of ITI within the metropolitan region or more precisely metropolitan governance. The thesis is divided into four main sections. The first section is the theoretical part in which the metropolitan regions (and metropolitan governance) as the functional and especially political-planning concept will be discussed. The examples of functioning of the metropolitan regions in chosen European countries will be briefly presented as well. Afterwards the theoretical text gives attention to the issues of metropolitan regions in the Czech Republic and the example of Ostrava metropolitan area. The second section describes selected methods of research. The last two sections of this thesis constitute the empirical part that is comprised of the presentation of results from the regional and national levels, the summary of main findings and the discussion with the information presented in the theoretical part of this thesis.
