Oheň je dobrý sluha, ale špatný pán - platí to také o dluhu obcí?

Fire is a good servant but a bad master - does it count for debt?
Abstract:
Diplomová práce je věnována zadluženosti obcí. Zabývá se otázkou, zda je dluh obcí závažným jevem pro veřejné finance či nikoliv. Podává přehled o jeho struktuře a vývoji dluhu dle jednotlivých kritérií. Stanovuje základní ukazatele pro bezpečné zadlužení. Je zaměřena na zodpovězení otázky ohledně právní úpravy pro nadměrně zadlužené obce.
Abstract:
The thesis concernes the debt of municipalities. It's orientation is whether the debt of municipalities has binding effect for public finance or not, mapping the overview about it's structure and development by the different categories. It sets out a basic indicators for safe indebtedness. It focuses on answering the question regarding legislation for excessively indebted municipalities.
