Impacts of Lex Ukrajina on Government Expenditure

Abstract:

Cílem této práce je zhodnotit dopady přijaté legislativy nazvané Lex Ukrajina na veřejné výdaje a analyzovat přijatá opatření a zákony v souvislosti s válečným konfliktem na Ukrajině v období mezi 21. 3. 2022 a 31. 3. 2023, tedy v době platnosti Lex Ukrajina I až IV. Práce poskytuje kvalitativní analýzu přijaté legislativy a kvantitativní analýzu jejích dopadů na veřejné výdaje. Práce popisuje vynaložené veřejné výdaje na pomoc uprchlíkům a porovnává veřejné výdaje na uprchlíka v rámci krajů a naznačuje rozdílnou připravenost na migrační krizi v jednotlivých krajích spojenou s nutně vynaloženými náklady na pomoc uprchlíkům. Práce je rozdělena do čtyř kapitol, ve kterých je nejprve popsán stav v době vypuknutí uprchlické krize, následuje analýza přijatých zákonů. V druhé části je provedena analýza a hodnocení veřejných výdajů, které souvisely s pomocí uprchlíkům.

Abstract:

The aim of this thesis is to evaluate the impact of the adopted legislation called Lex Ukraine on government expenditure and to analyse the measures and laws adopted in the context of the war conflict in Ukraine in the period between 21 March 2022 and 31 March 2023, i.e. during the period of validity of Lex Ukraine I to IV. The thesis provides a qualitative analysis of the adopted legislation and a quantitative analysis of its impact on public spending. The thesis describes the public expenditures spent on refugee assistance and compares public expenditures per refugee across regions, indicating the different preparedness for the migration crisis in different regions associated with the costs necessarily spent on refugee assistance. The thesis is divided into four chapters, which first describe the situation at the time of the outbreak of the refugee crisis, followed by an analysis of the laws enacted. In the second part, an analysis and evaluation of public expenditures related to refugee assistance is made.
