Security Measures During Mass Gatherings of People

Abstract:

Předmětem mé diplomové práce s názvem "Bezpečnostní opatření při masovém shromáždění lidí" se zaměřením na konkrétní akci Dnů lidí dobré vůle na Velehradě je posouzení komplexního bezpečnostního řešení dané akce. Teoretická část diplomové práce slouží k objasnění hlavních pojmů z oblasti organizace a zabezpečení velkých shromáždění osob. Také obsahuje výčet platné legislativy, která je s tématem spojena, a v poslední části i popis a principy použitých analytických metod. Praktická část se již zabývá konkrétní akcí. V první fázi je podrobně charakterizován prostor pořádané akce a souhrnně popsán balík již nastavených bezpečnostních opatření. Následně je na základě dotazníkového šetření a expertních rozhovorů provedena analýza vybraných rizik pomocí kalkulátoru RISKAN-B a hlavní rizika jsou analyzována ještě metodou KARS. V závěrečné fázi praktické části proběhne zhodnocení výsledků analýz, zhodnocení nastavených bezpečnostních opatření, a také budou navrženy konkrétní možnosti, které by mohly přispět ke zmenšení bezpečnostních rizik, která lze při Dnech lidí dobré vůle předpokládat.

Abstract:

The subject of my Master thesis titled "Safety measures during mass gatherings" is an assessment of a complex safety solution, specifically tailored for an event "Days of peo-ple of good will at Velehrad". The theoretical part of the thesis clarifies the main notions of organization and safety measures for mass gatherings. It also contains an enumeration of related legislation and a description of the analytical methods used in this work. The practical part is focused on the event itself: the area of the event is described in detail, and a summary of already established safety measures is given. After conducting a survey exploration and several interviews with experts, the analysis of selected risks is performed using RISKAN-B calculator and the main risks are furthermore analyzed using KARS method. In the final part of the practical part, the evaluation of the analyses' results and established safety measures is assessed and new specific safety options are proposed, which should contribute to reducing the security risks presumed at "Days of people of good will at Velehrad" event.
