Distribution of Seats in Government and Chamber of Deputies in the Czech Republic – the View of Coalition Theory

Abstract:

V teoretické části práce je stručně představen office-seeking přístup k teorii koalic, v jeho rámci jsou představeny tři teorie predikující různé způsoby rozdělování vládních postů mezi aktéry minimálních vítězných koalic. Platnost teorií je rozšířena na menšinové vlády a legislativní posty. V praktické části jsou teorie aplikovány na distribuci postů mezi koaliční strany v letech 1992, 1996, 1998, 2002, 2007. Výsledky aplikací jsou srovnány se skutečnou distribucí. V závěru jsou na základě srovnání zodpovězeny výzkumné otázky: Podle jakých kritérií se v politickém systému České republiky rozdělují posty? Je možné pozorovat vznik tradice v čase?

Abstract:

The bachelor thesis deals with office-seeking approach of coalition theory. In the frame of office-seeking, there are described three theories predicting different results of portfolio allocation in minimal winning coalitions. The theories are applied to minority governments, seats of board and commitee chairmen. In the second part, the theories are applied to distribution of seats among Czech coalition parties in 1992, 1996, 1998, 2002, 2007. The results of the application and the real distribution are compared. The answers to main questions are concluded from the comparison: What criterions do influence the distribution of seats in the Czech Republic? Has it produced there a tradition?
