Program budgeting in SR.

Abstract:

In recent decades, many countries of the Organisation for economic cooperation and development in the sphere of public administration started making intensive use of the instruments which are typical primarily for the private sphere – strategic planning, performance measurement and comparison, management or performance oriented budgeting, known in Slovakia as the program budgeting. This change has taken place in many of the states generally called the reform of the management of public finances. The main reason was the greater interest of taxpayers about the use of public resources, which consist primarily of their taxes and fees. From 2009, the obligation to prepare the so-called program budgets is covered by individual entities of territorial self-government thus also applies to villages, cities and higher territorial units. It means that the budgets of the self-government shall include details about the intentions and objectives of the self-governments for three years. Program budget is to assist the elected representatives and managers to make more informed decisions, supported by quality information, with the aim to use limited public resources the most efficiently, improve the quality of services provided by public administration to citizens as well as to increase communication with the public. Thereby the responsibility for the achievement of the performance is the aim, which is measuring and assessing the success of the public administration in addressing the needs of the knowledge in a way that constitutes their „customers“.

Abstract:

V ostatných desaťročiach začali mnohé krajiny Organizácie pre hospodársku spoluprácu a rozvoj v rámci verejnej správy intenzívne využívať nástroje, ktoré sú typické predovšetkým pre súkromnú sféru – strategické plánovanie, meranie a porovnávanie výkonnosti, riadenie či rozpočtovanie orientované na výkonnosť, na Slovensku označované ako programové rozpočtovanie. Táto zmena prebehla v mnohých štátoch generálne pod názvom reforma riadenia verejných financií, kde hlavným dôvodom bol väčší záujem daňovníkov o využívanie verejných zdrojov, ktoré sú tvorené predovšetkým z ich daní a poplatkov. Od roku 2009 sa povinnosť pripraviť tzv.programové rozpočty vzťahuje aj na jednotlivé subjekty územnej samosprávy – teda obce, mestá a vyššie územné celky, čo znamená, že rozpočty samosprávy budú obsahovať údaje o zámeroch a cieľov samospráv na tri roky. Programový rozpočet má pomáhať voleným predstaviteľom a manažérom prijímať kvalifikovanejšie rozhodnutia, podložené kvalitnými informáciami, s cieľom čo najefektívnejšie využívať obmedzené verejné zdroje, zvyšovať kvalitu služieb verejnej správy poskytovaných obyvateľom a skvalitňuje komunikáciu s verejnosťou. Podstatou sa pritom stáva aj zodpovednosť za dosahovanie výkonnosti, ide o pomoc merať a posudzovať úspešnosť verejnej správy pri riešení potrieb vedomosti, ktorá svojim spôsobom predstavuje ich „zákazníkov“.
