Supreme Audit Office (its Status and Activities)

Abstract:

Tato práce, která se zabývá činnosti Nejvyššího kontrolního úřadu je shrnutím všech sebraných informací. Informace o této problematice byly posbírány z různých zdrojů, především v zákonech, odborné literatuře a také na internetových stránkách. Práce pojednává o činnosti a organizaci tohoto úřadu, kdy se v první části zaměřuje na historii kontrolních institucí v českých zemích a to od roku 1761 až po současnost. Zde je popsán vývoj těchto institucí a také jejich přeměny v čase. Zde se odráží také změny politické situace v českých zemích, které měli značný vliv na nezávislost těchto institucí. Ve druhé části je popsáno fungování Nejvyššího kontrolního úřadu, které je rozděleno na organizaci a činnost Nejvyššího kontrolního úřadu. V organizaci je popsána celková struktura od prezidenta až po jednotlivé kontrolory. Dále jejich oprávnění a povinnosti. Činnost úřadu, kterou je tedy provádění samotných kontrol, je rozdělena do třech částí, ve kterých je příprava provedení a kontrolní závěr. Součástí druhé části práce je také vymezení právní úpravy zabývající se Nejvyšším kontrolním úřadem a také mezinárodní spolupráce. Jsou zde vyjmenovány jednotlivé zákony, které tuto problematiku upravují a také jednotlivé mezinárodní organizace, ve kterých je Nejvyšší kontrolní úřad členem. Zmíněno je zde také financování úřadu, které je klíčové v otázce nezávislosti. Ve třetí části je uvedeno porovnání s nejvyššími kontrolními institucemi v sousedních zemích. Zde je srovnávána organizace těchto institucí s Nejvyšším kontrolním úřadem České republiky. Seznámíme se zde s rozdíly, které mezi jednotlivými institucemi jsou a to nejen v činnosti a organizaci, ale také s dalšími zásadními rozdíly. V práci nejsou uvedeny pouze rozdíly, ale také věci, které mají instituce společné. Porovnávána je také míra nezávislosti, kterou disponují jednotlivé instituce. Tato míra nezávislosti je překvapivě v různých zemích, které jsou sousedy, dost odlišná.

Abstract:

This thesis which deals with the Supreme Audit Office of the Czech Repablic is summary of all collected informations. Information on this subject have been collected from various sources, especially in law, literature and also on the website. The thesis deals with the activities and organization of the office, where in the first part focuses on the history of audit institutions in the Czech countries and from 1761 to the present. Here is described the development of these institutions and their transformation over time. Here is also reflected changes in the political situation in the Czech countries, which had a considerable impact on the independence of these institutions. The second part describes the functioning of the Supreme Audit Office, which is divided on the organization and functioning of the Supreme Audit Office. The organization describes the overall structure from the President to the individual controllers. Furthermore, their powers and duties. Activities Office, which is thus making themselves controls, is divided into three parts, in which the preparation and implementation of audit conclusion. Part of the second part of the work is the definition of legislation dealing with the Supreme Audit Office, as well as international cooperation. There are pointers to the different laws that govern these problems, as well as various international organizations in which a member of the Supreme Audit Office. Mentioned here is also funding the office, which is crucial in the independence. The third part is a comparison with the supreme audit institutions in neighboring countries. Here is the organization of these institutions compared with the Supreme Audit Office of the Czech Republic. We meet here with differences between institutions are not only in a business organization, but also with other major differences. In this work are listed only the differences but also the things that institutions have in common. Comparing is also a measure of independence they have individual institutions. This is a surprising degree of independence in the various countries that are neighbors, quite different.
