Analysis of the Access Process of Turkey to the European Union from the Point of View of the Democratic Peace Theory

Abstract:

A thesis about "Analysis of the Access Process of Turkey to the European Union from the Point of View of the Democratic Peace Theory" deals with the question of the access process of Turkey into the EU. The primary tool used in this analysis is the democratic peace theory, which focuses on the relations between democratic dyads themselves, and on their relations with other (nondemocratic) states. The righteousness of the application of this theory on the issue of the enlargement of the Union, particularly on the accession of Turkey into this community, is in this paper sustained by pointing at the formulation of the accession criteria, which were defined by the European Council on the Copenhagen summit in 1993. Since the articulation of these, so called copenhagen criteria, the Union has focused on the level of the democracy and on the political standards in candidate states rather than on their geostrategical importance or contribution to the integration project. The main research question of this paper is the statement that: "the reason of the slow-paced and not very hopeful process of the integration of Turkey into the EU is viewed mainly in his cultural, religious, political and geografical differences from the member states of the European Union and different understanding and interpreting of the democracy." This hypotesis is analyzed from the historical perspective of the changes of mutual relations between Turkey and EEC/EC/EU, on the one hand, and from the perspective of the impediments Turkey faces in his attempts to achieve successful accession into the EU and which are seen as the main cause of the negative attitude of the EU towards the Turkey´s membership in its structures.

Abstract:

Bakalárska práca na tému: "Analýza prístupového procesu Turecka do Európskej únie z pohľadu teórie demokratického mieru" sa venuje problematike pristupovania Turecka do EÚ. Primárnym nástrojom danej analýzy je teória demokratického mieru, ktorá sa zameriava na vzťahy medzi demokratickými štátmi navzájom a na ich vzťahy s inými (nedemokratickými) formami štátneho zriadenia. Oprávnenosť aplikácie danej teórie na problematiku rozširovania Únie, konkrétne na vstup Turecka do daného spoločenstva, je v práci odôvodnená poukazovaním na formuláciu kritérií členstva, ktoré Európska rada definovala na summite v Kodani roku 1993. Po formulovaní týchto tzv. kodanských kritérií sa totiž Únia začala viac sústrediť na úroveň demokracie v kandidátskych krajinách, než na ich strategický význam alebo prínos pre integračný projekt. Hlavnou výskumnou otázkou tejto práce je téza, že: "dôvodom zdĺhavého a nie príliš sľubného procesu integrácie Turecka do EÚ je predovšetkým jeho kultúrna, náboženská, politická a geografická odlišnosť od členských krajín Európskej únie a jeho odlišné poňatie demokracie." Daná hypotéza je v práci podprobená analýze jednak z historickej perspektívy premeny vzájomných vzťahov Turecka s EHS/ES/EÚ a z hľadiska problematických oblastí, ktoré Turecku bránia v jeho plnej integrácii s Úniou.
