Assessing the Use of Integrated Tools in Spending Structural Funds in Selected Areas

Abstract:

Účelem práce je porovnání integrovaného plánu rozvoje území Karlovy Vary a integrovaného plánu rozvoje území Liberec-Jablonec nad Nisou. Nejprve je představen teoretický kontext, od základních pojmů týkajících se regionální politiky, po konkrétnější uvedení do aktivit Evropské unie, která je primárním tvůrcem konceptu integrovaných nástrojů, jejichž součástí jsou právě integrované plány rozvoje území. Součástí je i popis obecné metodiky pro integrované nástroje. Při samotné komparaci jsou identifikovány spojitosti a rozdíly při tvorbě plánů, a to jak v rovině tematické, tak v rovině finanční. Z popsaných problematik zasahující totožně území obou plánů byly vyvozeny závěry hodnotící přístup při tvorbě těchto plánů. Nejen v rámci rozhovorů se zástupci integrovaných plánů jsou v práci předloženy argumenty pro i proti aplikaci integrovaných plánů rozvoje území v současném období. Argumenty v neprospěch tak potenciálně mohou posloužit ne pouze jako kritika, ale i jako iniciativa diskuze pro optimalizaci procesů při plánování a vytváření metodiky pro příští programové období.

Abstract:

The goal of this work is to compare integrated plan of development territory Karlovy Vary and integrated plan of development territory Liberec – Jablonec nad Nisou. At the first, the theoretical context is introduced, from basic terms in relation to regional politic to more specific description the European Union activities, which is primary creator of the integrated tools, theirs parts are also integrated plans of development territory. In the comparation itself some similarities and differences in the process of preparation the plans are identified, and that in the thematic and financial section. From issues which are jointly in the both plans, the results about evaluation of approach in the process of the creation plans. Not only within interviews with the representatives of the integrated plans are in the work submit arguments of benefits and drawbacks of the application integrated plans of development territory in the present programming period. Negative arguments may not potentially be percept just as criticism, but also as initiation the discussion for optimization the processes by planning and creation new methodology for next programming period.
