Abstract:

PIECKOVÁ, Barbora. The Effectivity of drawing on the EU funds in program period 2014-2020, Program Creative Europe, Brno, 2020. Master´s thesis. Masaryk University. Thesis supervisor: Mgr.Viktor Pantúček, PhD. Thesis The Effectivity of drawing on the EU funds in program period 2014-2020, Program Creative Europe aims to analyze and assess the effectiveness and transparency of drawing on the EU funds in the current program period 2014-2020 in the program Creative Europe. The work focuses on one of its subprograms, the Culture subprogram. The theoretical part of the work is devoted to the system of drawing Eurofunds and defining the basic priorities and structure of the Creative Europe program and its sub-programs. The practical part of the work is devoted to the analysis of the efficiency of drawing resources in the sub-program Culture from several perspectives. The first is the assessment of the effectiveness of the development of the Culture sub-program in comparison with the previous program period. The second perspective is to assess the effectiveness and transparency of the rate of drainage of financial resources. The last perspective is the analysis of the effectiveness of the use of these funds. For this purpose, the work uses analyzes and audits presented by agencies and institutions of the EU as well as independent entities of the third sector. The second part of the practical part is devoted to analyse the implementation of EU funds by the sub-program Culture in the case of the Slovak Republic. In addition the risks associated with the implementation of these funds as well as the evaluation of the political level of solving this issue is presented.

Diplomová práca Efektivita čerpania eurofondov v programovom obdobi 2014-2020 – Program Kreatívna Európa, má za cieľ analyzovať a posúdiť efektivitu a transparentnosť čerpania eurofondov v súčasnom programovom období 2014-2020 v programe Kreatívna Európa. Práca sa zameriava na jeden z jej podprogramov, podprogram Kultúra. Teoretická časť práce je venovaná systému čerpania eurofondov a definovaniu základných priorít a štruktúre programu Kreatívna Európa a jej podprogramov. Praktická časť práce je venovaná analýze efektivity čerpania zdrojov v podprograme Kultúra z viacerých perspektív. Prvou z nich je posúdenie efektivity vývoja podprogramu Kultúra v porovnaní s predchádzajúcim programovým obdobím. Druhou perspektívou je posúdenie efektivity a transparentnosti miery čerpania finančných zdrojov. Poslednou perspektívou je analýza efektivity využitia týchto finančných prostriedkov. Na tieto účely sú v práci použité analýzy a audity vypracované agentúrami a inštitúciami EÚ a Európskej komisie, ale aj nezávislých subjektov tretieho sektora. Druhá časť praktickej časti je venovaná analýze čerpania eurofondov podprogramom Kultúra v podmienkach Slovenskej republiky, rizík spojených s čerpaním týchto prostriedkov ako aj analýza politickej úrovne riešenia tejto problematiky.
