The Relations of EU and Maghreb – Strategic Partnership or Cooperative Hegemony?

Abstract:

Z historického hlediska nelze Evropě upřít její zásadní vliv na politický vývoj většiny států světa, a jelikož její značný potenciál ji předurčuje k udržení tohoto postavení, je pochopitelné, že se externí vztahy EU dostávají do popředí evropské politické agendy. EU stojí na rozcestí, kdy se rozhoduje, jakou roli bude hrát v mezinárodních vztazích a jakých nástrojů bude ve vztahu k okolním státům užívat. K přední oblasti zájmu EU patří oblast Středomoří, což dokazuje několik vytvořených platforem (EMP, ENP, UfM), ve kterých EU řeší společné záležitosti se svými jiho-středomořskými partnery. Student se v práci zaměří jen na západní část Středomoří – oblast Maghrebu, kde státy jako Maroko a Tunisko disponují nejpokročilejšími vztahy s EU. Nejdříve student v práci za pomoci deskriptivní metody popíše vývoj vztahů ES (EU) a zemí Maghrebu od prvních vzájemných smluv až po bezprostřední důsledky založení UfM v roce 2008. Student vytkl za cíl zjistit pomocí analýzy, v jaké míře se EU daří implementovat své hodnoty a normy – ochrana lidských práv, demokracie, právní stát, liberalismus – v maghrebských zemích. Dalším cílem práce bude zjistit, jestli se EU daří podněcovat prosperitu maghrebských ekonomik, což si EU vytkla jako jeden z hlavních cílů EMP, k této analýze budou využity časové řady několika základních makroekonomických charakteristik.

Abstract:

From historic point of view Europe cannot be denied fundamental influence on politic development of most countries in the world. And because of Europe has potential to take advantage of the privilege of its stance, so naturally external relations of EU is getting on frontal place in agenda of EU. EU stands on the crossroad to decide, what role in international relations will play and what instruments will use in relations with neighbor countries. Among leading region of interest of EU belongs Mediterranean region what is manifested by platforms of EU to Mediterranean (EMP, ENP, UfM), in which EU discuss matters with south Mediterranean partners. In work student is going to focus on west Mediterranean – Maghreb region, where countries like Morocco and Tunisia dispose the most advanced relations with EU.At first student through descriptive method describe development of relations of EC (EU) and countries of Maghreb from initial agreements to immediate consequences of founding of UfM in 2008. Student pointed out a goal to find out through analysis to what extent EU succeed in implementing its values and norms – protection of human rights, democracy, governance of law, liberalism – in Maghreb countries. Next goal is going to be to find out, whether EU succeeds in encouraging prosperity of Maghreb economics. EU pointed out the prosperity as one of main goals of Euro-Mediterranean Partnership. For this analysis time series of some macroeconomic indicators is going to be used.
