Challenges of revenue collection in Ghana: A case of Kumasi Metropolis.

Abstract:

Účelem studie je zjistit problémy při výběru příjmů v Ghaně s důkazy z metropole Kumasi. Země používají různé prostředky k mobilizaci příjmů, protože je to nejjistější způsob akumulace finančních prostředků pro národní rozvoj. Fenoménu výběru příjmů v Ghaně se v poslední době věnuje zvýšená pozornost akademiků a vedoucích firem. Studie měla konkrétně rozhodnout, kolik školení a motivace má k výběru daní v Ghaně, vyhodnotit, zda mají výběrčí příjmů potřebnou logistiku ke zvýšení svých povinností, podívat se na dopady na daňové úlevy, pobídky a příležitosti pro výběr příjmů, rozhodnout o vlivu hodnocení na náklady zboží na trhu a vyhodnotit životaschopnost a účinnost různých typů daní v Ghaně. Této studie se zúčastnil vzorek 150 respondentů. Ze studie bylo zjištěno, že míra mobilizace příjmů je velmi nízká. Hlavní význam efektivní mobilizace příjmů byl označen jako dostupnost finančních prostředků pro stát, aby se mohl pustit do národního rozvoje. Navíc umožňuje pokrytí více daňových poplatníků v daňové síti a zajišťuje dodržování daňových zákonů. Ukázalo se, že současný daňový systém není efektivní. Bylo zjištěno, že rádio zaznamenalo vysoké odezvy, pokud jde o médium komunikace. Studie ukázala, že chybí adekvátní a potřebná pracovní síla a také potíže s identifikací daňových poplatníků. Nakonec prakticky všichni respondenti odpověděli kladně na skutečnost, že výběrčí daní mají s daňovými poplatníky dobrý vztah. Doporučuje se, aby se vláda aktivně podílela na budování kapacity podnikatelů v neformálním sektoru, pokud jde o jejich školení, aby byli vybaveni. Nesmí chybět ani daňové informace a vzdělávání s využitím médií, zejména rádia.

Abstract:

The goal of the study is to find out the difficulties in revenue collection in Ghana with evidence from the Kumasi Metropolis. Countries use diverse means to mobilize revenue as it is the surest way of fund accumulation for national development. The phenomenon of revenue collection in Ghana has received heightened attention from academics and corporate leaders in recent times. Specifically, the study was meant to decide how much training and motivation has on tax revenue collection in Ghana, evaluate whether the income collectors have the required logistics to enhance their duties, look at the impacts on tax reliefs, incentives and occasions on revenue collection, decide the effect of assessment on costs of goods on the market and to evaluate the viability and effectiveness of the different types of taxes in Ghana. A sample of 150 respondents took part in this study. It was found from the study that the level of revenue mobilization is very low. The main importance of effective revenue mobilization was identified as the availability of funds for the state to embark on national development. Furthermore, it enables more taxpayers to be covered in the tax net and ensures compliance with the tax laws. It was revealed that the current tax system is not efficient. It was realized that radio recorded high responses as far as the medium of communication is concerned. The study indicated there is lack of adequate and requisite manpower as well as difficulty in identification of taxpayers. Finally, virtually all the respondents answered affirmatively to the fact that tax collectors have a good rapport with taxpayers. It is recommended that the government must take an active role in building the capacity of the informal sector entrepreneurs in terms of training them to be equipped. There must also be tax information and education using the media particularly radio.
