Abstract:

Diplomová práce se bude zabývat problematikou soukromých bezpečnostních služeb a jejich základním vývojem na českém území. Tyto společnosti a organizace se od doby vzniku zaměřovaly na převoz cenin, ochranu soukromého a veřejného majetku, ale i práv a svobod jedinců a obyvatelstva. Vývoj této oblasti je nesporný, jelikož se nyní nevěnuje jen úzkému působení, nýbrž pečuje a dozoruje nad ochranou měkkých a tvrdých cílů naší společnosti. Dále se práce bude zaměřovat na právní normy, na kterých kooperují soukromé bezpečnostní služby, jež by mohly být součástí vedlejších složek IZS, také jaký by mohl být ideální stav po akceptaci zákona o soukromých bezpečnostních složkách. Budou zmíněny i příklady ke srovnání se zahraničními soukromými bezpečnostními službami a jejich povinnostmi a oprávněním. Nedílnou součástí bude i praktické hledisko nynějšího stavu většiny těchto služeb na našem území. Cílem práce je zisk uceleného poznatku o aktuálním stavu soukromých bezpečnostních služeb v ČR vycházející z praxe. Dále také odborné doporučení a kvalifikace při vzniku zákona, který bude upravovat požadavky, kvalifikace, práva a povinnosti členů soukromých bezpečnostních služeb. Následovat bude systémová analýzová predikce dopadu na obyvatelstvo a společnost po změně zákona o soukromých bezpečnostních službách. V práci diplomant zodpoví výzkumnou otázku: Zajišťují nyní právní regulace a hospodářské podmínky v ČR kvalitní fungování soukromých bezpečnostních služeb?

Abstract:

Conservatism in Czech private security services and possible progress The thesis will deal with the issue of private security services and their basic development in the Czech territory. Since their inception, these companies and organizations have focused on the transportation of valuables, protection of private and public property, but also the rights and freedoms of individuals and the population. The development of this area is indisputable, as it is now not only dedicated to a narrow action, but also cares for and supervises the protection of soft and hard targets of our society. Furthermore, the work will focus on the legal standards on which private security services cooperate, which are part of the secondary components of the IZS, as well as what the ideal state could be after the acceptance of a certain standard in conjunction with the validity of the law on private security components. Examples will also be mentioned for comparison with foreign private security services and their duties and authority. The practical aspect of the current state of most of these services in our territory will also be an integral part of this. The aim of the thesis is to gain comprehensive knowledge about the current state of private security services in the Czech Republic based on practice. Also, professional recommendations and qualifications in the creation of the law, which will regulate the requirements, qualifications, rights and obligations of the members of private security services. This will be followed by a system analysis prediction of the impact on the population and society after the change to the law on private security services. In the thesis, the graduate will answer the research question: Do legal regulation and economic conditions in the Czech Republic ensure the quality functioning of private security services?
