Development of the legislation of the private security services sector in Czech republic in comparison to EU

Abstract:

Právní prostředí pro úspěšnou činnost soukromých bezpečnostních služeb v České republice je na rozdíl od většiny evropských zemí nedostatečné. Studium veškerých dostupných materiálů, včetně rozhovorů s představiteli profesních sdružení v oblasti komerční bezpečnosti i s představiteli parlamentu a ministerstva vnitra, přineslo významné poznání o neúspěšných snahách posledních dvaceti let dosáhnout přijetí zákona o soukromých bezpečnostních službách. Zároveň se však také potvrdilo, že tato oblast byla v uplynulých letech, tak, jak to umožňovaly objektivní podmínky, legislativně zkvalitňována prostřednictvím jiných zákonných norem. Proto lze reálně očekávat, že v příštích letech dojde k přijetí zákonné normy pro činnost soukromých bezpečnostních služeb v České republice a studium materiálů včetně rozhovorů s významnými osobnostmi to plně potvrzuje.

Abstract:

In contradistinction to most European countries, the state of law for successful activity of private security services is unsatisfactory in the Czech Republic. The study of all attainable materials, including conversations with representatives of the professional associations in the field of commercial security as well as with representatives of parliament and ministry of internal affairs, brought an essential knowledge about the unsuccessful two decades lasting effort to pass a law about the private security services. Simultaneously, it was confirmed that whenever the objective circumstances enabled it, this field was legislatively improved by means of other legislative norms during the last years. Therefore, it can be expected realistically, that the law about the private security services will pass in the Czech Republic within next years and the study of the materials and the conversations with prominent personalities fully confirms it.
