Ecological Aspects of the Tax System in the Czech Republic

Abstract:

Bakalářská práce „Ekologické aspekty daňové soustavy ČR“ se zabývá implementací ekologické daňové reformy do právního řádu CŘ. V úvodní části jsou definovány pojmy jako pozitivní a negativní externality a možnosti jejich ovlivňování prostřednictvím daní, poplatků nebo dotací a podpor. Hodnocen je význam, přínos i negativní dopady ekologických daní pro spotřebitele a jejich skutečná „ekologičnost". Práce se zaměřuje na rozbor a popis tří etap ekologické daňové reformy v ČR a na Zákon č. 261/2007 Sb., o stabilizaci veřejných rozpočtů, kterým jsou ekologické daně do právního řádu ČR zaváděny. Jedná se o daně na zemní plyn, pevná paliva a elektřinu. Ekologické daně v ČR patří do skupiny nepřímých daní a jsou rozpočtově neutrální.

Abstract:

The main topic of the bachelor thesis „Ecological Aspects of the Tax System in the Czech Republic“ is description and evaluation of the ecological tax reform implementation to the tax system, especially in condition of the Czech Republic law. The first part of thesis paid attention to positive and negative externalities concerning to environment. Next chapter deals with possibilities of negative externalities via taxes and charges in the one hand and via subsidies and supports in the other hand. The ecological taxes influence consumers directly or indirectly – cause increase in energy price and thereby impact on energy consumption. One part of the thesis is aimed at “actual positive environmental effect” of ecological taxes. The main topic of the thesis is aimed at ecological tax reform in the European Union and mainly in the Czech Republic. Act no. 261/2007 Coll., on stabilization of the public budgets includes ecological taxes (tax on natural gas, tax on solid fuels and tax on electricity). Ecological taxes in the Czech Republic are revenue neutral and fall into excite duty.
