EU as a civilian power in conflict solution and post-conflict reconstruction: case of Georgia and problem of internally displaced persons

Abstract:

The aim of this thesis is to answer the questions whether the EU tries to act as a civilian power in bilateral relations with Georgia in the field of conflict resolution and post-conflict reconstruction, and whether the EU is also perceived the same way from outside, among the representatives of non-governmental sector working with the internally displaced person communities. The time framework is set from the year 2008 when the war in South Ossetia and armed clashes in Abkhazia took place, until 2014 when Association Agreement was signed between Georgia and the EU. The first part of the thesis is focused on theoretical setting of the EU as a civilian power and also its relations to Georgia. The next part is analyzing relevant documents issued by the EU related to Georgia and focusing on them tries to answer the question whether the EU is trying to act as the civilian power in the region. The last part of the thesis is analyzing whether the EU is perceived as the civilian power among the respondents implementing the projects focused on internally displaced persons. This approach thus compares the level of the EU presenting itself and its perception from the outside.

Abstract:

Cieľom tejto predkladanej práce je zodpovedať otázky, či sa v bilaterálnych vzťahoch s Gruzínskom v oblasti riešenia konfliktov a postkonfliktnej rekonštrukcie snaží EÚ pôsobiť ako civilná mocnosť, a či je takto následne aj vnímaná u predstaviteľov neziskového sektora pracujúcich s komunitami vnútorných presídlencov. Časovo sa práca zameriava na obdobie od roku 2008, kedy prebehla vojna v Južnom Osetsku a ozbrojené strety v Abcházsku, do obdobia roku 2014, kedy bola medzi Gruzínskom a EÚ podpísana Asociačná dohoda ďalej upravujúca ich vzťahy. Prvá časť práce sa zameriava na teoretické vymedzenie EÚ ako civilnej mocnosti a následne aj vzťahov ku Gruzínsku. Nasledujúca časť práce analyzuje relevantné dokumenty vydané EÚ vo vzťahu k Gruzínsku, a na základe nich sa snaží odpovedať na otázku, či sa snaží EÚ v regióne pôsobiť ako civilná mocnosť. Posledná časť práce analyzuje na základe odpovedí respondentov implementujúcich projekty so zameraním na vnútorne presídlené osoby, či je na EÚ ako civilná mocnosť aj u nich tak nazerané. Prostredníctvom tohto prístupu sú tak porovnané úrovne prezentovania sa EÚ navonok ako aj jej následné vnímanie externými subjektami.
