Can green bonds help to green transformation in the Visegrad countries?

Mohou zelené dluhopisy podpořit zelenou transformaci v zemích Visegrádské skupiny?

Abstract:

Zelená transformace je klíčovým procesem, který provádí EU a její členské státy. Práce analyzuje finanční nástroje, které tuto transformaci podporují. Zkoumá vztah mezi množstvím využívaných zelených, sociálních a udržitelných dluhopisů (GSS) a zejména zelených dluhopisů, ve srovnaní s HDP na obyvatele dané země. Měří také souvislost mezi využíváním zelených dluhopisů a intenzity zelené transformace. Zaměřuje se na EU jako celek a zejména na země Visegrádské skupiny. Výzkumné období je od 1. ledna 2007 do 15. října 2021. Studie dospěla k závěru, že a) celková emise dluhopisů GSS a zelených dluhopisů využívaných členskými státy roste s HDP/obyvatele členských států, b) země s vyšším HDP na obyvatele mají větší ambice ve svých krocích směrem k zelené transformaci než země s nižším HDP na obyvatele a c) země EU-15 mají obecně větší ambice ve financování zelené transformace, než země Visegrádu. Visegrádské země nemají tendenci využívat zelené dluhopisy v takové míře jako bohatší členské státy. Tato zpráva ukazuje, že zelené dluhopisy jsou důležitým nástrojem pro pokračování zelené transformace, a že země V4 je mohou v budoucnu více využívat.

Abstract:

Green Transformation is a key process carried on by EU and its Member states. The thesis analyses the financial instruments which are underpinning this transformation. It studies the relation between the amount of used Green, Social and Sustainability (GSS) Bonds and Green Bonds especially and the GDP per Capita of the country. It also measures the link between Green Bonds use and the level of the ambition for the Green transition. The focus is on the EU as a whole and on Visegrad countries, in particular. The research period is from the 1st of January 2007 until the 15th of October 2021. the study concluded that a) total issuance of GSS bonds/Green Bonds used by Member states increases with the Member states GDP/capita, b) countries with a higher GDP per Capita are more ambitious in their acts towards Green Transformation than countries with lower GDP per capita and c) the EU15 countries are generally more ambitions for financing the Green Transformation, than the Visegrad countries. Visegrad countries tends not use Green Bonds as much as the richer Members states. This report shows that Green Bonds are an important vehicle to carry on Green Transformation and that V4 countries can use it more in future.
