Proposal of Training of Crisis Management Units in the Town Uherský Brod Using Simulation

Abstract:

Bakalářská práce pojednává o povinnostech a pravomocích orgánů krizového řízení při vzniku mimořádné události. V teoretické části je vysvětlen samotný smysl krizového řízení, následován příslušnou legislativou, dále pak uspořádáním systému této problematiky s podrobnějším popisem úkolů a pravomocí příslušných orgánů. Pokračuje tématem cvičení orgánů krizového řízení, jeho dělením a potřebnými náleţitostmi. Následuje kapitola Mimořádná událost, se základním dělením a stručným seznámením s vybraným typem mimořádných událostí -havárií. Poslední pasáţ se zabývá teorií simulace a modelování. V úvodu praktické části se nachází analýza rizik města Uherský Brod, na kterou navazuje stanovení mimořádné události pro stěţejní díl této práce, a tou je návrh cvičení, s vyuţitím simulačních softwarů TerEx a Practis. Tato část obsahuje také návrh moţného průběhu cvičení.

Abstract:

This bachelor thesis deals with the duties and the competences of the crisis management units in the rise of emergencies. The theoretical part explains the sense of crisis management, followed by the relevant legislation, then the organization for this system of issue, with a more detailed description of the tasks and competences this crisis management units. It continues with the topic of training of the crisis management units, his allocation and needed requirements. Followed by a chapter Emergencies, with basic allocation and introduction with choosed type of emergency- accidents. The last part deals with theory of simulations and modeling. In the beginning of the practical part is a risk analysis of the town Uherský Brod, followed by the determinaton of major emergency for the main part of this bachelor thesis, and that is proposal of training, using simulations software like TerEx and Practis. This part also includes proposal of possible way of training.
