Regime building: legislative actions of V.V.Putin's administrative between years 2000 and 2008

Abstract:

Práce se zabývá institucionální stránkou režimu Vladimíra V. Putina, především hlavními legislativními změnami, které režim uskutečnil v průběhu let 2000-2008. Text vychází z většinového zařazení ruského režimu jako autoritativního, jeho tematická ambice však nepřekračuje mantinely institucionálního subsystému a formálně vychází z platné Ústavy Ruské federace. Neformální dimenze režimu, jakkoli pro porozumění současnému ruskému autoritarismu důležité, nejsou v textu šířeji reflektovány. Nejdříve je pozornost věnována proměně vztahu mezi prezidentem a Federálním shromážděním, tedy konfiguraci legislativní a exekutivní moci. Předmětem práce je dále analýza specifických oblastí, které byly vybrány s ohledem na to, jak přispěly ke konsolidaci mocenského zázemí prezidenta. Důraz je kladen na federální reformy, reformy volebního systému, soudní reformy, legislativu týkající se neziskového sektoru a médií a v neposlední řadě hospodářskou politiku. Cílem je obsáhnout klíčové legislativní oblasti zájmu prezidenta, které autorka považuje za relevantní vzhledem k charakteristice Putinova režimu jako autoritativního.

Abstract:

This bachelor thesis focuses on institutional part of Putin´s regime especially main legislative agenda introduced between years 2000 and 2008. The topic is based on widespread characteristic of Russian regime as an authoritarian one, but its ambition is not to exceed borders of formal system represented by Russian political institutions stemming from the Constitution of the Russian Federation. Informal regime elements against democratic order will not be much reflected, albeit they are important for understanding contemporary Russian authoritarianism. Firstly, attention is given to change in relations between the president and the Federal Assembly thus configuration of legislative and executive powers. Secondly, we will observe several specific areas chosen according to the fact how they contributed to consolidation of presidential powers, such as federal and judicial reforms, reforms of electoral system, civic sphere including media and last but not least economical development during Putin´s rule. Aim is to examine all legislative activities of president that are relevant in the given authoritarian framework.
