Expected changes in banking regulation and supervision in the Czech Republic according to Basel III

Abstract:

Tato diplomová práce pojednává o dohledu a regulaci v bankovní sféře na území České republiky. Cílem je popsat, vysvětlit a zhodnotit dopady implementace Basel III na český bankovní sektor. Zhodnocení spočívá ve vyložení problematiky a přiblížení procesu při zavedení nových opatření. Podstatou této práce je analyzovat míru regulace a připravenost českých bank na regulatorní koncept Basel III. V diplomové práci jsou využitá data z výročních zpráv vybraných bank, na bázi kterých se porovnává vývoj kapitálové přiměřenosti, kvalita kapitálu a další ukazatele. V teoretické časti je představena specifikace bankovního sektoru, důvody propuknutí krize v USA a podrobný popis dvou dohod Basel I a Basel II. Praktická část klade důraz na jednotlivé požadavky Basel III, porovnávají se ukazatele ze tří českých bank a na základě zjištěných údajů vznikla sumarizace očekávaných dopadů. V závěru se pojednává o nutnosti regulace a do jaké míry je únosné regulovat.

Abstract:

The topic of this diploma thesis is supervision and regulation of the banking sector in the Czech Republic. The aim is to describe, explain and evaluate the impact of implementation of Basel III on the Czech banking sector. The evaluation is based on explanation of the concept and description of the process while implementing the measures. The essence of this work is to analyse the level of regulation and readiness of Czech banks for regulatory concept Basel III. In the thesis are used data from annual reports of selected banks, based on which the thesis compares the development of capital adequacy, the quality of capital and other indicators. In the theoretical part are introduced the specifications of the banking sector, the reasons for the crisis in USA and a detailed description of the two agreements, Basel I and Basel II. The practical part is focused on the individual requirements of Basel III. The comparison of indicators of three Czech banks is held in this part. Based on results from the data arose a summarization of expected impacts. The conclusion discusses about the necessity of regulation and what is the level for reasonable regulation.
