The use of risk analysis in the planning of security measures of the Police of the Czech Republic

Abstract:

Bakalářská práce se zaměřuje na využití analýzy rizika při plánování bezpečnostních opatření Policie České republiky s cílem zajišťovat veřejný pořádek a bezpečnost občanů. Autor zdůrazňuje klíčovou roli policie v prevenci trestné činnosti, řešení krizových situací a ochraně života a majetku. Text zdůrazňuje, že řádné plánování bezpečnostních opatření je nezbytné pro úspěšné naplnění poslání policie. Práce analyzuje rozmanitý charakter bezpečnostních opatření policie, která jsou adaptována na různé situace a jevy. Důraz je kladen na správnou kombinaci opatření s cílem dosáhnout bezpečnosti a veřejného pořádku. Cílem bakalářské práce je identifikovat relevantní útvary a služby policie, které se podílejí na zajišťování veřejného pořádku. Autor objasňuje postup při plánování bezpečnostních opatření a zdůrazňuje důležitost analýzy rizik v tomto procesu. Struktura práce je rozdělena do pěti kapitol, zahrnující teoretický rámec, představení policie, charakteristiku plánování, analýzu rizika, návrhy opatření, a závěrečnou diskuzi. Metody zpracování práce zahrnují dotazování, pozorování, dedukci a analýzu. Deduktivní metoda slouží k potvrzení nebo vyvrácení teoretických předpokladů v policejní praxi, zatímco analýza rizik je klíčová součást procesu.

Abstract:

This bachelor focuses on the use of risk analysis in planning security measures for the Police of the Czech Republic, aiming to ensure public order and the safety of citizens. The author emphasizes the key role of the police in preventing criminal activities, handling crisis situations, and protecting life and property. The text highlights that proper planning of security measures is essential for the successful fulfillment of the police mission.The work analyzes the diverse nature of police security measures adapted to various situations and phenomena. Emphasis is placed on the correct combination of measures to achieve safety and public order. The goal of the work is to identify relevant units and services of the police involved in maintaining public order. The author clarifies the process of planning security measures and underscores the importance of risk analysis in this process. The structure of the work is divided into five chapters, including the theoretical framework, introduction of the police, characterization of planning, risk analysis and proposed measures, and a concluding discussion. The methods used in the work include questioning, observation, deduction, and analysis.The deductive method serves to confirm or refute theoretical assumptions in police practice, while risk analysis is a key part of the process.
