Preparing citizens to defend the state in light of current security threats

Abstract:

Souhrnným cílem bakalářské práce bylo zmapování současných aktuálních hrozeb, reakce zainteresovaných subjektů státu na ně a také posoudit aktuálnost současného systému POKOS ve světle nových bezpečnostních hrozeb. Bakalářská práce byla zpracována jako specifický informační zdroj určený pro komplexní orientaci v tématu pro širokou laickou i odbornou veřejnost. Bakalářská práce má teoretickou a praktickou část a byla zpracována především z dostupné odborné literatury a oficiálních internetových zdrojů. Práce je rozdělena do 3 nosných kapitol teoretické části a 1 kapitoly praktické části. Pro podporu textu teoretické části práce byla použita metoda zpracování a vyhodnocení dotazníků a zevšeobecnění získaných informací. Ze zpracované bakalářské práce vyplynulo, že stěžejní oblasti POKOS jsou definovány, reflektovány a implementovány do legislativního rámce (zákonů, nařízení a vyhlášek) a pokrývají klíčové oblasti. Dále také vyplynulo, že ve světle nových bezpečnostních hrozeb se jeví stávající systém POKOS jako oblast, kde je potřebné aktualizovat stěžejní oblasti tak, aby se na tyto hrozby dostatečně a účinně reagovalo. Legislativní proces v tomto směru již začal, ale klíčové bude jej v plném rozsahu prosadit a implementovat nejenom do legislativy, ale také uvést do praxe v reálném životě naší společnosti.

Abstract:

The overall goal of the bachelor's thesis was to map the current threats and reactions of interested state entities, as well as to assess the relevance of the current POKOS system in the light of new security threats. The bachelor's thesis was prepared as a specific information source, intended for comprehensive orientation in the topic for the public people and professionals. The bachelor's thesis has a theoretical and a practical part. It was prepared mainly from the professional literature available and official internet sources. The thesis is divided into 3 main chapters of the theoretical part and 1 chapter of the practical part. To support the text of the theoretical part of the work, processing methods were used, mainly generalization and synthesis of information. From the completed bachelor's thesis came out that the core areas of POKOS are defined, reflected and implemented in the legislative framework (laws, regulations and decrees) and that they do cover the key areas. However, in the light of new security threats, it turned out that the existing POKOS system needs to be updated in certain key areas, so that it is able to respond to these threats sufficiently and effectively. The legislative process has already started. The most important will be the full enforcement and implementation not only in legislation, but also in the real life of our society.
