Urbanistic and Architectonic Changes in Moravian Ostrava During the Second Half of 20th Century. Karolina ? a Post-Industrial Transformation of an Industrial Site

Abstract:

Historie Karoliny, jako průmyslové lokality se začala psát roku 1848. Od počátku byla těžká výroba, provozovaná v bezprostřední blízkosti lidských sídel, vnímána velmi negativně. Obyvatelé širokého okolí na svého souseda dopláceli vlastním zdravím. Pokud na problém nazíráme z jiného pohledu, industriální areál dokresloval městské jádro a vtiskl mu osobitou, nezaměnitelnou podobu. Obrat ke zlepšení situace, nastal v 60. letech 20. století, kdy započala příprava likvidace zdejších závodů. V první polovině následující dekády, se plány měnily v realitu. Z povrchu zemského zmizela Žofiina huť. Demolice pokračovaly až do závěru 80. let. Vzhledem k poloze lokality, byl logickým vyústěním celé situace záměr, podle něhož na Karolinu mělo prorůst, a tak se rozšířit, městské centrum. Již s prvními plány likvidace vznikaly současně projekty navrhující budoucí zastavění. Jejich úkolem sice bylo dotvořit jádro, ve skutečnosti ale nereagují na okolní zástavbu, tvoří samostatný celek. Jsou navrženy v duchu soudobé sídlištní výstavby. V roce 1987 byla vypsána první urbanisticko-architektonická soutěž, jež měla vyjasnit dříve nezodpovězené otázky a navrhnout novou urbanistickou kompozici. Její výsledky byly značně degradovány předem zadaným řešením dopravy, podle kterého měla být Karolina rozpůlena komunikací s přidruženou rychlou tramvají. Nedlouho poté se výrazně proměnilo politické klima. Jen několik málo let starý návrh se stal neaktuálním. Potřeba nalezení nové koncepce vyústila roku 1991, ve vyhlášení další architektonické soutěže. Vítězové vypracovali i návrh územního plánu lokality. K jeho schválení už ovšem nedošlo. Vrcholem celého dlouholetého snažení měly být výsledky, v pořadí již třetí, tentokrát mezinárodní soutěže. Šlo o první soutěž podle soutěžního řádu Mezinárodní unie architektů, vypsané dle předpisů UNESCO, která proběhla v České republice. Kolektiv, který v soutěži zvítězil, vypracoval urbanistickou studii lokality. Ta byla později zanesena do územního plánu. Zdálo se, že realizaci nic nebrání. Přesto na ni nedošlo. Bez dostatečně pádných argumentů byla vypsána další, tentokrát developerská soutěž. Na prvním místě se v ní umístila firma Multi Veste Czech Republic 5 s. r. o. Projekt, s nímž vyhrála výběrové řízení, byl ještě před realizací poměrně významně pozměněn. Od roku 2008 se na Karolině podle tohoto projektu staví.

Abstract:

The history of Karolina, as an industrial estate, began in 1848. From the beginning, the production in the immediate vicinity of human settlements, was perceived very negatively. Residents in the surrounding area paid a price with their own health. However, if we view the problem from another perspective, the industrial area had given the town center its distinctive, unmistakable appearance. Turn for the better started in the sixties of the twentieth century, when the liquidation of local factories had began. In the first half of next decade, plans started to become reality. Steel works had disappeared from the face of the earth. Demolishment continued until the end of the eighties. Due to the location of the site the logical outcome of the situation was a plan, under which the city center was to grow through and therefore expand to Karolina center. With the first plans of liquidation also began project propositions for future developments. The task of the plans was to complete the core. But in fact the plans did not respond to the surrounding buildings, and formed a separate unit. The designs are in the spirit of contemporary housing development. In 1987 the first architectural competition, which was to clarify previously unanswered questions and suggest new urban composition, took place. The results were substantially degraded by already fixed specification on public transport solution, that should half Karolina with road network and a fast tram service. Soon after, the political scene had changed significantly. The proposal of only a few years, was out of date. The need to find a new concept in 1991 resulted in another architectural competition. The winners also prepared propositions for zoning plans. But its approval was never realized. The highlight of years of effort should have been results, the third ones, this time from an international urban-architectural competition. It was the first competition under the rules of the International Union of Architects, listed according to the regulations of UNESCO, held in the Czech Republic. The team, which won the competition, developed an urban study, which was later put in the site development plan. It seemed that nothing stood in a way of the implementation. Yet it never happened. Without any sufficient explanation, another, this time a developers competition was announced. First place was awarded to Multi Veste Czech Republic 5 s.r.o. Their project, which won the competition, was then substantially changed before its implementation. Since 2008, Karolina is being developed under this project.
