The readiness of local government to deal with extraordinary events in the selected region

Abstract:

Tato bakalářská práce se zabývá problematikou připravenosti orgánů samosprávy na mimořádné události, s důrazem na konkrétní příklad obce Úvalno. Cílem práce je analyzovat stávající stav připravenosti místních orgánů na krizové situace a zhodnotit účinnost opatření, která jsou přijata pro zajištění bezpečnosti občanů. První část práce se věnuje teoretickým základům krizového řízení a připravenosti samosprávy na mimořádné události. Následně je představen praktický příklad konkrétní obce, včetně analýzy krizových situací, se kterými se obec může potýkat. Další část práce se zaměřuje na výsledky a doporučení získaná z rozhovoru se starostou obce, který poskytl pohled na konkrétní opatření, plány a spolupráci orgánů samosprávy s bezpečnostními sbory a občany při plánování a přípravě na mimořádné události. Závěr práce shrnuje klíčové poznatky a navrhuje možné kroky pro zlepšení připravenosti orgánů samosprávy na mimořádné události v budoucnosti. Tato bakalářská práce slouží jako přínos k diskusi o důležitosti efektivního krizového řízení na úrovni místní samosprávy a přispívá k širšímu povědomí o této problematice v českém prostředí.

Abstract:

This bachelor's thesis explores the preparedness of local government authorities for extraordinary events, with a focus on the Czech context. The aim of the study is to analyze the current state of preparedness of local authorities for crisis situations and assess the effectiveness of measures taken to ensure the safety of citizens. The first section of the thesis delves into the theoretical foundations of crisis management and the preparedness of local government for extraordinary events. Subsequently, a practical example of a specific municipality is presented, including an analysis of possible crisis situations that the municipality may face. The following section focuses on the results and recommendations obtained from an interview with the mayor of the municipality. This interview provides insights into specific measures, plans, and cooperation between local government authorities and security forces, as well as citizens, in planning and preparing for extraordinary events. The conclusion summarizes key findings and proposes possible steps to enhance the preparedness of local government authorities for extraordinary events in the future. This bachelor's thesis serves as a contribution to the discussion on the importance of effective crisis management at the local government level and contributes to a broader awareness of this issue within the Czech context.
