Lobbying in the UK

Abstract:

Tato diplomová práce se zabývá tím, jaká je současná právní úprava lobbování ve Velké Británii a jak v ní lobbuje ropný průmysl. Práce je rozdělena na tři části. V první, teoretické části je vysvětleno, jaké jsou charakteristické znaky britské politického a právního systému a spolu s tím je také vymezen pojem lobbování. V druhé, praktické části jsou systematickým způsobem popisovány veškeré regulatorní opatření proti zneužívání lobbování, a to jak na straně lobbistů, kteří mají vlastní etické kodexy vydané zastřešujícími organizacemi CIPR, APPC, PRCA, tak na straně lobbovaných, kde svůj etický kodex mají poslanci, lordi a jiná oddělení veřejné správy. A nakonec je ve třetí části na případové studii zkoumáno lobbování ropných společností BP a Royal Dutch Shell ve Velké Británii a ukázáno, jestli současná úprava vedla k jejich větší transparentnosti.

Abstract:

This paper is concerned with the current legislation of lobbying in the UK and with the way the oil industry lobbies there. The paper is divided into three parts. The first, theoretical part explains the characteristics of the British political and legal system and, along with it, also defines the concept of lobbying. In the second, practical part, all regulatory measures against the abuse of lobbying are systematically described, both on the part of lobbyists who have their own codes of conducts issued by the CIPR, APPC, PRCA and on the part of the lobbied where there are codes of conduct of the members of parliament, Lords and other departments of the public administration. Finally, in the third part, on the case study, the lobbying of the oil companies BP and Royal Dutch Shell in the UK is examined to see if the current regulation led to a greater transparency of it.
