Protection of public health in the European Union

Abstract:

Tato práce se zabývá ochranou veřejného zdraví v doplňkové činnosti Evropské unie. Popisuje jednotlivé oblasti ochrany veřejného zdraví, legislativní rozsah těchto oblastí v Evropské unii a v České republice, všeobecnou podporu veřejného zdraví v rámci Evropské unie a s tím související preventivní i následnou ochranu zdraví. Zabývá se také implementací politiky ochrany spotřebitele, zahrnuje tvorbu a vývoj legislativy a dalších aktivit směřujících k podpoře zájmů spotřebitelů, zajištění jejich zdraví a bezpečnosti na spotřebitelském trhu v rámci Jednotného vnitřního trhu Evropské unie. Dále se práce zabývá sociální diferenciací v oblasti veřejného zdraví a přeshraniční spoluprací. V praktické rovině je pak tato práce zaměřena na problematiku protidrogové prevence v rámci celé Evropské unie i v rámci České republiky. Specificky pak v této souvislosti jsou porovnávány uplatňované protidrogové strategie. Cílem této práce je nejen komparace ochrany veřejného zdraví v rámci EU, ale především protidrogové prevence a protidrogové strategie uplatňované v České republice a na úrovni Evropské unie.

Abstract:

This thesis deals with the protection of public health in the scope of shared competences of the European Union. It describes different domains of public health protection, the and legislative scope of these areas in the European Union and the Czech republic, generalsupport of public health protection in the European Union with preventive and subsequent health protection. It also deals with the implementation of consumer protection policy, including the creation and development of legislation and other activities that are intended to protect the interests of consumers and ensure their health and safety at the consumer market within the Single Market of the European Union. The Thesis also entails the themes ofsocial differentiation in public health and cross-border cooperation. On the practical level, this thesis focuses on the issue of drug prevention across the European Union and the Czech Republic. Specifically, applied drug strategies are compared in this context. The aim of this thesis is not only a comparison of public health in the EU, butprimarily a comparison of drug prevention and drug strategies applied in the Czech Republic and the European Union.
