Calling soldiers, members of the Prison Service of the Czech Republic and the Customs Administration of the Czech Republic to perform police tasks

Abstract:

V práci je proveden rozbor a výklad procesu povolávání vojáků v činné službě, příslušníků Celní správy ČR a Vězeňské služby ČR k plnění úkolů Policie ČR podle § 22 zák. č. 273/2008 Sb., spolu s uvedením důvodů a příkladů jeho využívání v praxi. V práci je specifikovaný a popsaný proces realizace celého oprávnění společně s identifikací komplikací, nedostatků a chyb a návrhem jejich řešení. Autor v této části práce vychází z vlastních zkušeností z praxe, kdy byl jako příslušník Celní správy ČR povolán k plnění úkolů Policie ČR v souvislosti s šířením onemocnění Sars-Cov-19. V práci je dále proveden stručný historický exkurz využití institutu „povolávání“ na území České republiky. Detailně je pak rozveden, popsán a zhodnocen proces samotné organizace a realizace povolávání příslušníků Celní správy ČR a vojáků k plnění úkolů Policie ČR v souvislosti s ohrožením onemocněním Sars-Cov-19 na území ČR.

Abstract:

The thesis analyzes and explains the process of calling in soldiers in active service, members of the Customs Administration of the Czech Republic and the Prison Service of the Czech Republic to perform the tasks of the Police of the Czech Republic according to § 22 of Act. No. 273/2008 Coll., together with the reasons and examples of its use in practice. The thesis specifies and describes the process of implementation of the entire authorization, together with the identification of complications, shortcomings and errors and a proposal for their solution. The author in this part of the work is based on his own experience from practice, when he was a member of the Customs Administration of the Czech Republic called to perform the tasks of the Police of the Czech Republic in connection with the spread of Sars-Cov-19. The work also includes a brief historical excursion to the use of the institute of "calling in" the Czech Republic. The process of organization and implementation of the profession of members of the Customs Administration of the Czech Republic and soldiers to perform the tasks of the Police of the Czech Republic in connection with the threat of Sars-Cov-19 disease in the Czech Republic is explained in detail, described and evaluated.
