Abstract:

Tato bakalářská práce se hlouběji zabývá problematikou provozování hracích automatů a videoterminálů v kontextu města Teplice. Cílem je analyzovat současnou regulaci hazardního hraní a zhodnotit její efektivitu, zejména v souvislosti s patologickým hráčstvím. Práce začíná definicí klíčových pojmů a důkladným porozuměním problematice závislosti na hazardním hraní, zejména u patologických hráčů. První část práce zkoumá dopady hazardního hraní na jednotlivce, okolí a společnost jako celek. Analyzují se sociální a ekonomické aspekty této problematiky, což vytváří rámec pro další zkoumání. Následuje detailní analýza legislativního rámce týkajícího se hazardních her v České republice a způsoby kontroly dodržování těchto předpisů. Další část práce se zaměřuje na konkrétní situaci v Teplicích v posledních letech. Jsou zkoumány důvody vzniku patologického hráčství a jeho důsledky pro místní obyvatele a prostředí. Efektivita platné obecně závazné vyhlášky ohledně hazardu je rovněž podrobně analyzována. V závěru práce jsou prezentovány výsledky analýz a diskutována možná řešení a doporučení. Práce si klade za cíl poskytnout kritický pohled na současnou situaci v Teplicích a zkoumá, zda jsou existující opatření dostatečná pro omezení negativních dopadů hazardního hraní. Zároveň zdůrazňuje význam efektivní regulace této oblasti v širším kontextu společnosti a ekonomiky. Výsledky a závěry této práce mohou sloužit jako základ pro další debatu a rozhodování o úpravách regulace provozování hracích automatů a videoterminálů v Teplicích a obdobně i v dalších městech.

Abstract:

This bachelor's thesis delves deeper into the issues surrounding the operation of slot machines and video terminals within the context of the city of Teplice. The aim is to analyze the current regulation of gambling activities and assess its effectiveness, particularly concerning pathological gambling. The thesis commences with defining key terms and gaining a thorough understanding of the intricacies of gambling addiction, particularly in the case of pathological gamblers. The first part of the thesis investigates the impacts of gambling on individuals, the surrounding environment, and society as a whole. The social and economic aspects of this issue are analyzed, creating a framework for further examination. This is followed by a detailed analysis of the legislative framework pertaining to gambling activities in the Czech Republic, as well as the methods of monitoring compliance with these regulations. The subsequent portion of the thesis focuses on the specific situation in Teplice in recent years. The reasons behind the emergence of pathological gambling are examined, along with its consequences for local residents and the environment. The effectiveness of the current generally binding decree regarding gambling is also meticulously scrutinized. In the conclusion of the thesis, the results of the analyses are presented, and possible solutions and recommendations are discussed. The thesis aims to provide a critical perspective on the current situation in Teplice, evaluating whether the existing measures are sufficient to mitigate the negative impacts of gambling. Additionally, it underscores the significance of effective regulation in this area within the broader context of society and the economy. The findings and conclusions of this thesis can serve as a foundation for further debate and decision-making regarding adjustments to the regulation of slot machines and video terminals in Teplice, as well as in other cities.
