Abstract:

Magisterská diplomová práce se zabývá zahraniční politikou USA během prezidentství Johna F. Kennedyho, Lyndona B. Johnsona a Richarda M. Nixona. Výzkumným cílem práce je analyzovat vztah USA ke státu Izrael, zejména pak v kontextu jaderného zbrojení v napojení na americkou zahraniční politiku v období studené války. Cílem práce je porovnat tři případové studie – jednotlivé prezidentské administrativy – a ukázat, jak se zahraniční politika a přístup Spojených států vůči Izraeli proměnil z pouze formálních vazeb přes vztah „speciální“ až po vztah „strategický“, a to bez ohledu na to, že Izrael nebyl signatářem pro USA důležité jaderné smlouvy NPT. V kontextu studenoválečné politiky USA jde o skutečnost důležitou zejména proto, že oblast Blízkého východu byla další z oblastí, kde si supervelmoci rozdělovaly sféry vlivu. V kontextu zahraniční politiky USA je pro období studené války charakteristické mluvit o oblasti Evropy nebo jihovýchodní Asie a Blízkému východu je věnována významnější pozornost často až v kontextu let devadesátých. Cílem této práce je tedy dokázat, že daná oblast byla pro americkou zahraniční politiku významná i v období studené války, že vztah USA s Izraelem byl důležitý právě pro nalézání další americké „proxy“ sféry v kontextu měnící se americké zahraniční i domácí politiky a že USA tento vztah cíleně navazovaly bez ohledu na střet zájmů v – pro studenou válku typické – oblasti jaderného zbrojení.

Abstract:

The subject of this master’s diploma thesis is U.S. foreign policy during the presidential administrations of John F. Kennedy, Lyndon B. Johnson, and Richard M. Nixon. The main research objective is to analyze U.S. relationship to Israel in the light of its nuclear weapons program and in connection to U.S. Cold War foreign policy. The aim of this thesis is to compare and contrast three case studies – the individual presidential administrations – and to show how the U.S. foreign policy and relationship to Israel changed from lukewarm ties, through “special” relationship, to “strategic” relationship, regardless of the fact that Israel was not a signatory of the NPT. This is especially important in the context of U.S. Cold War politics, as the Middle East was another area where the two superpowers competed for the proxy spheres of influence. In context of the U.S. foreign policy during the Cold War, it is common to talk about the area of Southeast Asia or Europe, while the Middle East is usually discussed in connection to U.S. politics of the 1990s and onward. The aim of this work, thus, is to show that the Middle East was equally important for the U.S. foreign policy during the Cold War in terms of finding another proxy area and that the relationship that the U.S. has with Israel now was built during the administrations in question, especially since the U.S. pursued the ties regardless of the conflict of interest over the nuclear weapons program.
