Excise Duty on Electronic Cigarettes

Abstract:

The diploma thesis "Excise duty on electronic cigarettes" focuses on the proposal of a new excise duty on electronic cigarettes in the Czech Republic. The thesis presents the issue of electronic cigarettes and justifies the need for their taxation. It defines the legal regulation of excise duties in accordance with the law of the European Union. Besides, it analyzes and compares the approach of different countries to the taxation of electronic cigarettes, where it focuses on the structural elements of the tax in selected countries - Hungary, Slovenia, Sweden, Italy, Latvia and Romania. Based on the acquired knowledge, it represents a proposal of introducing an excise duty on electronic cigarettes, together with an estimation of tax revenues.

Abstract:

Diplomová práca „Spotrebná daň z elektronických cigariet“ sa zameriava na návrh novej spotrebnej dane z elektronických cigariet v Českej republike. Práca predstavuje problematiku elektronických cigariet a zdôvodňuje potrebu ich zdanenia. Definuje právnu úpravu spotrebných daní v súlade s právom Európskej únie. Zároveň analyzuje a komparuje prístup rôznych krajín k zdaneniu elektronických cigariet, kde sa bližšie zameriava na konštrukčné prvky dane u vybraných krajín - Maďarska, Slovinska, Švédska, Talianska, Lotyšska a Rumunska. Na základe získaných poznatkov predstavuje návrh zavedenia spotrebnej dane z elektronických cigariet, spolu s odhadom daňových príjmov.
