United Nations Convention to Combat Desertification: Challenges and Chances of a Troubled Regime

Anotace:

The thesis studies The United Nations Convention to Combat Desertification from the perspective of international environmental regimes. By applying Oran Young’s analytical framework it provides the first comprehensive description of the desertification regime in the timeframe from 1996 to 2015. Based on Gehring and Oberthür’s definition of institution effectiveness it elucidates why the desertification regime is denoted ineffective. It identifies five main barriers to its effectiveness, namely problems with finance, science, design of the Convention, synergies and advocacy, and it mentions the efforts of the regime to overcome these barriers. The thesis advances knowledge of a desertification regime and on a more general level it sheds light on an under-researched environmental issue and helps us understand what difficulties international environmental agreements face.

Abstract:

Diplomová práce zkoumá Úmluvu OSN o boji proti desertifikaci z hlediska mezinárodních environmentálních režimů. Aplikací analytického rámce od Orana R. Younga práce poskytuje první souhrnný popis režimu desertifikace v rozmezí let 1996 a 2015. Na základě definice efektivnosti institucí od Gehringa a Oberthüra objasňuje, proč je režim označován za neefektivní. Identifikuje pět hlavních překážek k efektivnosti, konkrétně problémy s financováním, vědou, designem úmluvy, synergiemi a prosazováním, a zmiňuje snahy režimu, jak tyto překážky překonat. Diplomová práce prohlubuje znalost režimu desertifikace a na obecnější rovině objasňuje málo probádaný environmentální problém a pomáhá nám porozumět, jakým obtížím čelí mezinárodní dohody o životním prostředí.
