Electoral Non-reforms in Ontario, Quebec, New Brunswick and Prince Edward Island Using the Concept of Veto Players

Abstract:

Diplomová práce se věnuje nerealizovaným volebním reformám, (ne)reformám, v kanadských provinciích Ontario, Quebec, Nový Brunšvik a Ostrov prince Edwarda. Autorka se soustředí na výzkum postojů a motivů klíčových aktérů v politických systémech těchto čtyř provincií, kteří měli vliv na proces přijímání volebních reforem. K analýze používá koncept George Tsebelise o veto hráčích – těch, kteří mohou vetovat návrhy k posílení či změně statu quo. Případy byly vybrány na základě metody shody – podobají se ve většině charakteristik, odlišují se v podobě navrhovatele reformy. Cílem textu bylo zjistit, jak se chování veto hráčů měnilo vzhledem k navrhovateli dané reformy a do jaké míry lze pomocí konceptu vysvětlit reálné chování těchto aktérů. Na základě analýzy čtyř provincií autorka došla k závěrům, že povaha navrhovatele reformy nemá na postoje a motivy veto hráčů vliv, naopak jsou to účinky volebního systému prvního v cíli, jež ovlivňují tendenci těchto hráčů reformovat. Rozdíl mezi konceptem veto hráčů a jejich reálným chováním je v těchto provinciích signifikantní.

Abstract:

The diploma thesis deals with the electoral non-reforms in the Canadian provinces of Ontario, Quebec, New Brunswick and Prince Edward Island. The author focuses on the research of attitudes and motives of the key actors who significantly influenced the electoral reform process in political systems of these four provinces. The analysis uses George Tsebelis` concept of veto players – actors who can veto the electoral proposals to strengthen or change the status quo. The selection of cases was based on the most similar systems design – they are similar in most characteristics, different in the form of proposer. The aim of the paper was to discover how the behavior of veto players changed with respect to the proposer and to what extent the concept explains the real behavior of those players. Based on the analysis of four provinces, the author came to the conclusion that the form of proposer of the reform does not affect attitudes and motives of veto players, while the effects of first past the post do. The difference between the concept of veto players and their actual behavior is significant.
