Alternative vote electoral system

Abstract:

Volební systém alternativního hlasování, též zvaný jako australský, je většinový, jednokolový volební systém, který je nejčastěji užívá pro volby do jednomandátových obvodů. Od vzniku australské federace na začátku 20. století se alternativní hlasování užívá pro volby do dolní komory australského parlamentu. Ve své práci popisuji obecné fungování AV, jeho historii a uvádím jeho vliv na konkrétní stranické systémy. Cílem mé práce je objasnit, zda tento systém podléhá tzv. zákonům Maurice Duvergera, který se zabýval účinky volebních systémů na stranické systémy. Nejdůležitější částí práce je popis fungování AV v rámci australského politického systému. V Australské federaci je zavedený typ povinného alternativního hlasování, které nutí voliče označit preferencemi všechny kandidáty na hlasovacím lístku. Součástí politického systému je i povinná volební účast, která spolu s AV má velký vliv na stranický systém. Fidži a Papua-Nová Guinea jsou typickým příkladem etnicky rozrůzněných společností, ve kterých byl tento systém zaveden. Zatímco v Papue ? Nové Guinee vedlo alternativní hlasování ke spolupráci jednotlivých politických stran, které byly etnicky rozrůzněné, na souostroví Fidži, takto pozitivní účinky neměl.

Abstract:

The electorate system of alternative voting is also called the Australian system. It is a single round majority electoral system which is often used for district election with single mandate. The alternative voting is used for election to lower House of Parliament since the establishment of Australian federation at the beginning of the 20th century. In my dissertation I describe the general functions of the AV, its history and its influence on particular party systems. My goal is to clarify whether this system is subject to the so called ?Laws of Maurice Duverger?, who dealt with effect of the electoral systems on the party systems. The most important part of my thesis is the description of functioning of the AV in the context of Australian political system. Australian Federation has a type of obligatory alternative voting which forces the voters to use their preferences to mark all the candidates on the ballot. The political system also includes mandatory turnout which, together with the AV, has a major impact on a party system. Typical examples of ethnically diverse society, in which this system was introduced, are Fiji and Papua - New Guinea. While in Papua ? New Guinea, the alternative voting led to cooperation of individual political parties that were ethnically diverse, it didn?t have the same positive impact in Fiji.
