Limits of participation of Norway in the EU's Common Security and Defence Policy

Abstract:

Cílem této práce je analýza důsledků omezené participace Norska na Společné bezpečnostní a obranné politice EU. Zaměřuje se na postavení Norska v oblasti obrany v Evropě zejména z hlediska norského nečlenství v Evropské unii, ale aktivního členství v NATO. Záměrem je poukázat na možné bezpečnostní důsledky, které pro Norsko mohou vyplývat z neúčasti na stále posilující dimenzi obrany v rámci EU. Například pokud jde o souvislost mezi neúčastí na SBOP a vstupem Norska do EU. Práce se snaží zodpovědět na další dílčí otázky: Proč je spolupráce v oblasti obrany pro Norsko důležitá? Je vůbec žádoucí z hlediska strategických zájmů Norska a vlastní obranné a bezpečnostní politiky země? Součástí textu je shrnutí dosavadní spolupráce Norska a EU v oblasti bezpečnosti. Celkovým záměrem je přiblížit limity spolupráce a norské strategie, které mají za cíl zmírnit dopady těchto limitů na postavení Norska v Evropě v této oblasti.

Abstract:

The main purpose of this thesis is to analyse consequences of limited participation of Norway in Common Security and Defence Policy EU. The thesis describes position of Norway in the sphere of defence in Europe particularly from the point of view that Norway is not a member of European Union but it is an active member of NATO in the same time. The aim is to point out possible security consequences which could result from the lack of Norwegian participation in the defence cooperation in the framework of EU. Could there be a coherence between absence of Norway at CSDP and Norwegian entering EU? There are other partial questions: Why is the cooperation in the sphere of defence important for Norway? Is this cooperation desirable from the point of view Norwegians strategic interests? There is a summary of existing cooperation between EU and Norway in the sphere of security and defence. Complex purpose of the thesis is to explain limits of cooperation between Norway and EU in this sphere and Norwegian strategies how to reduce impacts of these limits on the Norwegian position in the sphere of defence in Europe.
