Management of the property of the statutory city of Ostrava

Abstract:

Bakalářská práce se zabývá hospodařením s majetkem statutárního města Ostrava v období od roku 2020. Cílem bakalářské práce bylo zhodnotit hospodaření s majetkem SMO v období let 2020–2025, a to zejména z hlediska struktury majetku, způsobu jeho správy, ekonomických ukazatelů a vlivu změn ve vedení SMO. Teoretická část vymezuje právní rámec územní samosprávy a základní pojmy související s majetkem obcí a jejich finančním hospodařením. Praktická část analyzuje majetkovou základnu statutárního města Ostrava, vývoj aktiv a pasiv, příjmů a výdajů a vybrané ekonomické ukazatele. Práce vychází z rozboru závěrečných účtů a účetních výkazů města. Součástí je také posouzení projektů realizovaných v období jednotlivých vedení města a jejich vlivu na kontinuitu strategického rozvoje. Výsledky práce hodnotí míru účelnosti, hospodárnosti a transparentnosti nakládání s majetkem. Na základě zjištěných skutečností jsou formulována doporučení směřující ke zefektivnění hospodaření s majetkem města.

Abstract:

The bachelor’s thesis examines the management of property of the statutory city of Ostrava from 2020 onwards. The aim of the bachelor’s thesis was to evaluate the management of the assets of the City of Ostrava in the period 2020–2025, particularly with regard to the structure of the assets, the method of their management, economic indicators, and the impact of changes in the leadership of the city. The theoretical part defines the legal framework of territorial self-government and the basic concepts related to municipal property and financial management. The practical part analyzes the property base of the statutory city of Ostrava, the development of assets and liabilities, revenues and expenditures, and selected economic indicators. The thesis is based on an analysis of the city’s final accounts and financial statements. It also includes an assessment of projects implemented under different city administrations and their impact on the continuity of strategic development. The results evaluate the degree of efficiency, economy, and transparency in property management. Based on the findings, recommendations aimed at improving the efficiency of the city’s property management are formulated.
