World bank and education policy norms setting

Abstract:

This thesis aims to find out how (within which discourse) does the World Bank create norms of education policy. Education has been a traditional component of bank’s development assistance since 1960s. This thesis focus primarily on the concept of human capital. We believe that it represents a fundamental conflict of ideas about the purpose and aims of education as an activity and value in general. From the human capital perspective, it is rational to invest in education only if it is an effective investment, in other words, it is smart only if it provides an individual with better productivity and personal gains. The World Bank is currently one of the most influential education policy actors globally. It defines what good education means and how we can recognize it. It creates and exercises educational norms to such an extent as it is not done by any other institution. This text tries to use a discourse analysis to find out if and how do bank’s education strategies represent and reflect the human capital theory. It analyzes education strategies from 1980, 1999, 2005, 2011 and 2015. In other words, it analyzes, whether the bank’s point of view is that education is just a tool to maximize individual’s productivity, or it acknowledges some other positive externalities created by education. Theoretical foundations of this thesis are inspired by a theory of social constructivism.

Abstract:

Cieľom práce je zistiť, ako (v akom diskurze) Svetová banka tvorí normy vzdelávacej politiky. Vzdelávanie predstavuje od 60. rokov 20 storočia tradičnú súčasť rozvojovej pomoci banky. Práca sa zameriava najmä na koncept ľudského kapitálu. Aplikovanie tohto konceptu totiž predstavuje fundamentálny spor o podstate a cieľoch vzdelávacieho procesu a hodnote vzdelania ako takého. Z pohľadu ľudského kapitálu má vzdelávanie zmysel len vtedy, ak predstavuje efektívnu investíciu, teda zvyšuje produktivitu a osobné zisky jednotlivca. Svetová banka je v súčasnosti jedným z najvplyvnejších aktérov vzdelávacej politiky na svete. Vytvára systémy indikátorov kvality vzdelania, diagnostické postupy a definuje normy vzdelávania v takej miere, ako to nerobí žiadna iná organizácia. Práca sa snaží prostredníctvom diskurzívnej analýzy zmapovať, do akej miery odrážajú vzdelávacie stratégie Svetovej banky z rokov 1980, 1999, 2005, 2011 a 2015 ekonomické poňatie vzdelávania, aplikujú na vzdelávanie perspektívu ľudského kapitálu a či môžeme hovoriť o expanzii neoliberálneho ekonomického diskurzu. Inak povedané, skúma či Svetová banka vníma vzdelanie ako nástroj zvyšovania produktivity s cieľom ekonomického zisku, alebo zvažuje aj širšie súvislosti a iné pozitívne externality. Teoretickým východiskom práce je sociálny konštruktivizmus.
