Multi-annual Budgeting at the Municipal Level

Abstract:

Předmětem diplomové práce na téma „Víceleté rozpočtování na municipální úrovni“ je zhodnocení role víceletého rozpočtu v obcích s rozšířenou působností v Kraji Vysočina. První kapitola se zabývá vymezením obce, jejího hospodaření, rozpočtového procesu a rozpočtového výhledu. Druhá kapitola porovnává obsahy rozpočtových výhledů v obcích s rozšířenou působností v Kraji Vysočina. Další kapitola detailně porovnává rozpočtové výhledy Havlíčkova Brodu a Nového Města na Moravě včetně jejich postojů k víceletému rozpočtování. V závěrečné kapitole jsou uvedeny interpretace rozpočtových výhledů v teorii, systém víceletého rozpočtování obcí ve Slovenské republice, implikace z empirického výzkumu a je navržena metodika na sestavování rozpočtových výhledů.

Abstract:

The thesis on the topic "Multi-annual Budgeting at the Municipal Level" is to evaluate the role of multi-annual budget in municipalities with extended powers in the Vysočina region. The first chapter deals with the definition of the village, its economy, budget process and the budget outlook. The second chapter compares the contents of the budget outlook in municipalities with extended powers in the Vysočina region. Next chapter compares in detail the budget outlooks of Havlíčkův Brod and Nové Město na Moravě, including their attitudes towards multi-annual budgeting. The final chapter provides interpretations of the budget outlook in theory, the system of multi-year budgeting municipalities in the Slovak Republic, the implication of the empirical research and a methodology for compiling the budget outlook.
