Vliv účasti veřejnosti na kvalitu územního plánování na příkladu pražského Metropolitního plánu

Public Participation and the Quality of Land Use Plans at the Example of the Metropolitan Plan of Prague

Abstract:

The aim of my paper is to show importance of public participation in spatial planning and at the beginning I deal with explanation of the basic concepts, which are in conection with this topic and I emphasise also The Aarhus Convention. In the next part, I describe and evaluate new urban plan of the Prague, so called Metropolitan plan, and also upcoming Manual of participation, both in terms of quality of public participation in spatial planning in Czech republic. In the practical part of the text I present the results of my own research, which was based on sending several requests for information to the Municipality of the capital city Prague, building authorities of the city districts and Institute of planing and development of the capital city Prague. At the end, I present examples of good participating practise from foreign countries, and by them, I propose an inspiration for improving the quality of public participation in Czech republic.

Abstract:

Hlavným cieľom mojej práce je poukázať na nezanedbateľný význam participácie verejnosti v územnom plánovaní, pričom na začiatku sa venujem vysvetleniu základných pojmov, súvisiacich s touto problematikou, a to s dôrazom na Aarhuský dohovor. V ďalšej časti popisujem a hodnotím nový územný plán hlavného mesta Prahy, tzv. Metropolitný plán i pripravovaný Manuál participácie, a to z hľadiska úrovne participácie českej verejnosti na územnom plánovaní. V praktickej časti textu prezentujem výsledky môjho vlastného výskumu, ktorý bol založený na rozposlaní žiadostí o informácie pražským úradom, konkrétne Magistrátu hlavného mesta Prahy, stavebným úradom mestských častí Prahy či Inštitútu plánovania a rozvoja hlavného mesta Prahy. Na záver prezentujem príklady dobrej participačnej praxe zo zahraničia, čím ponúkam inšpiráciu pre zlepšenie úrovne participácie verejnosti v Českej republike.
