Brownfields and revitalization Old freezers area in Litoměřice

Abstract:

Tato práce se zabývá problematikou udržitelného rozvoje ve spojitosti s ochranou půdy a cílem poukázat na skutečnost, že nové zábory zemědělsky kvalitní půdy nenapomáhají udržitelnému rozvoji území. Zábory půdy nejsou řešením pro budoucí generace a stavby na greenfield zvětšují problémy se suburbanizačními toky v území. Byl vyčleněn institucionální rámec, jako nástroj podpory pro znovu využívání těchto lokalit. Do vymezené kategorizace brownfields je v rámci praktické části zasazen konkrétní areál Starých mrazíren. Litoměřice byly na základě historické a socioekonomické analýzy blíže vymezeny. Následně byla provedena pasportizace přímým vstupem do areálu a uskutečněny expertní rozhovory, na jejichž základech byly vyhodnoceny 3 možné varianty využití. Hlavním závěrem práce je konkrétní návrh na revitalizaci areálu, jakožto polyfunkčního a otevřeného komplexu, který je nedílnou a integrální součástí organismu města. Byly navrženy fáze obnovy a propočet nákladů na revitalizaci.

Abstract:

The master thesis deals with the issue of sustainable development in connection with soil protection and the goal to show the fact that new confiscations of agriculturally high-quality soil do not help sustainable development of an area. The soil confiscations are not a solution for future generations and constructions on greenfield enlarge problems with suburban currents in the area. An institutional framework has been set aside as a tool to support reuse of these areas. Under the terms of the practical part a specific compound of Staré mrazírny (Old freezers area) is situated into the defined category brownfields. Litoměřice have been delimited on the basis of a historical and socio-economic analysis. Three possible options of utilization have been assessed on the grounds of a subsequently conducted technical condition inventory through direct entrance into the compound and implemented expert interviews. The main conclusion of this thesis is a particular proposition of revitalization of the compound as a multipurpose and open complex which is an inseparable and integral component of a city's organism. Phases of renewal and calculation of expenses of the revitalization have been proposed.
