The 2009 EP election in the context of the concept of second-order elections

Abstract:

Tématem této bakalářské práce jsou volby do Evropského parlamentu v roce 2009 z hlediska konceptu voleb druhého řádu. První část práce se snaží o stručné představení konceptu druhořadých voleb. Je rozdělena do tří kapitol, první se věnuje předchůdcům konceptu druhořadých voleb – teorii nárůstu a poklesu a teorii referenda. Druhá kapitola se zabývá samotným konceptem druhořadých voleb a vychází z původního textu K. Reifa a H. Schmitta z roku 1980, který reflektoval specifika prvních přímých voleb do Evropského parlamentu. Poslední kapitola nabízí selektivní přehled navazujících výzkumů v této oblasti. Cílem druhé části práce je aplikovat koncept druhořadých voleb na výsledky voleb do Evropského parlamentu v roce 2009 a srovnat je s předcházejícími národními volbami. První kapitola věnující se volební účasti se snaží prokázat předpoklad, že v druhořadých volbách je účast nižší než v prvořadých. Druhá kapitola srovnává zisky vládních stran ve volbách do EP 2009 a v předchozích prvořadých volbách. Třetí kapitola prostřednictvím indexu efektivního počtu stran ověřuje předpoklad, že v druhořadých volbách se lépe daří malým stranám.

Abstract:

The theme of this bachelor work is the 2009 European Parliament election in the context of the concept of second-order elections. The first part of this work tries briefly to introduce the concept of second-order elections. It is divided into three chapters. The first one is dedicated to predecessors of the concept of second-order elections – the theory of surge and decline and the referenda theory. The second chapter deals with the concept of second-order elections itself and results from the original text of K. Reif and H. Schmitt of 1980. This reflects the specifits of the first direct European Parliament elections (EP elections). The last chapter of this part offers selective outline of linking researches in this area. The aim of the second part of this work is to apply the concept of second-order elections to the results of European Parliament elections in 2009 and to compare them with previous first-order elections. The first chapter of the second part dealing with the voter turnout tries to prove the presumption that in second-order elections the turnout is lower than in first-order elections. The second chapter compares support for government parties in EP elections in 2009 with previous first-order elections. The third chapter through the index of effective number of parties verifies the presumption that in second-order election small parties do better.
