The issue of piracy in the Horn of Africa

Abstract:

Cílem této bakalářské práce bylo představit vývoj somálského pirátství a analyzovat intervence Evropské unie jakožto regionálního bezpečnostního aktéra. Teoretická část práce se zabývá konceptem bezpečnosti a přináší tak hlavní poznatky z konceptu bezpečnostní teorie, která je pak doplněna o dimenzi námořní bezpečnosti a s ní spojená problematika pirátství. Dále se pak teoretická část věnuje regionálnímu aktérství Evropské unie v oblasti bezpečnosti a představuje možné problémy, které se v rámci jejího aktérství mohou vyskytnout. Analytická část pak zkoumá kontextuální příčiny somálského pirátství, které vyvolaly reakci ze strany Evropské unie. Tyto jednotlivé mise jsou pak podrobeny kvalitativní analýze, která se snaží potvrdit či vyvrátit problémy vyjádřené v teoretickém východisku a posoudit tak kompetence Evropské unie jakožto regionálně bezpečnostního aktéra. Na základě provedené analýzy se u pevninských misí potvrzují problémy z teoretického východiska. Analýza také potvrdila poměrně značný úspěch její námořní mise.

Abstract:

The aim of this bachelor thesis was to present the development of Somali piracy and to analyse the interventions of the European Union as a regional security actor. The theoretical part of the thesis deals with the concept of security and presents the main findings from the concept of security theory, which is then supported by the dimension of maritime security and the related issue of piracy. Furthermore, the theoretical part deals with the regional involvement of the European Union in the field of security and presents possible problems that may arise within its involvement. The analytical part then examines the contextual causes of Somali piracy, which provoked a reaction from the European Union. These individual missions are then subjected to a qualitative analysis, which seeks to confirm or refute the problems expressed in the theoretical basis and assess the competences of the European Union as a regional security actor. Based on the analysis, problems from the theoretical point of view are confirmed in land missions. The analysis also confirmed the relatively significant success of her naval mission.
