Integration of private security services into the structure of the security system of the Czech Republic

Anotácia:

Diplomová práce se zabývá začleněním soukromých bezpečnostních služeb do struktury bezpečnostního systému České republiky. Její cílem je analyzovat bezpečnostní systém České republiky a dalších vybraných států, aby mohly být navrhnuty způsoby začlenění soukromých bezpečnostních služeb do struktury bezpečnostního systému České republiky. Analýza prokázala, že státní orgány pro prosazování práva a subjekty působící v soukromé bezpečnosti mohou od sebe navzájem mnohé získat. Česká republika by ale měla přijmout zákon o soukromé bezpečnosti, který by upravil kompetence zaměstnanců soukromých bezpečnostních agentur. Soukromé bezpečnostní služby by měly zaujmout postavení prostředníka mezi občanem a policí. Spolupráci soukromých bezpečnostních služeb lze realizovat na úrovni všech bezpečnostních služeb státu. Jednat by se mělo o spolupráci podpůrnou. Doporučujeme proto vytvořit směrnici upravující spolupráci a založení pracovní skupiny, která by fungovala jako platforma pro potírání dezinformací, sdílení zdrojů, výměnu odborných názorů, pořádání odborných přednášek nebo komentování tvorby legislativy. Doporučujeme zavést institut povinnosti poskytování zprávu o činnosti agentur provozujících soukromé bezpečnostní služby. Doporučujeme zavedení institutu zprávy hodnotící vzájemnou spolupráci státních bezpečnostních složek a soukromých bezpečnostních služeb. Zavést doporučujeme též finanční mechanismy odměňování zaměstnanců soukromých bezpečnostních agentur v případě jejich najímání státem.

Abstract:

The diploma thesis deals with the topic of the integration of private security services into the structure of the security system of the Czech republic. Its aim is to analyze the security system of the Czech Republic and other selected countries, so that the ways of the private security services integration into the structure of the security system of the Czech Republic could be proposed. The analysis has shown that state law enforcement and private security actors can benefit from each other. However, the Czech Republic should adopt a law on private security, which would regulate the competencies of the employees of the private security agencies. The private security services should act as intermediaries between the citizen and the police. The cooperation of the private security services can be implemented at the level of all state security services. This should be supportive cooperation. Therefore, we recommend creating a directive governing the cooperation and setting up a Working group to act as a platform for combating misinformation, sharing resources, exchanging expert opinions, holding expert lectures or commenting on legislation. We recommend introducing the institute of reporting obligations of the activities of agencies operating private security services. We recommend the introduction of the institute of a report evaluating cooperation of state security forces and the private security services. We also recommend the Introduction of the financial mechanisms for the remuneration of employees of private security agencies in the event. Of their hiring by the Government.
