International Police Cooperation and Information Exchange: Current State and Possibilities for Further Improvement

Abstract:

Mezinárodní policejní spolupráce se stala kritickou složkou v boji proti nadnárodní trestné činnosti, oblasti posilování bezpečnosti a sdílení informací přes hranice v Evropě. Prostřednictvím vytvořených legislativních rámců, mechanismů a agentur členské státy úspěšně sdílely zdroje a zpravodajské informace vedoucí k účinnému vyšetřování a stíhání zločinců. Výzvy však přetrvávají, a to jak v operativní spolupráci jednotlivých policejních sborů, tak v národní spolupráci v oblasti legislativy, financí a vzdělávání. Nedávný Kodex policejní spolupráce Evropské unie (EU) z roku 2021 si klade za cíl některé z těchto výzev řešit uznáním potřeby lepšího vzdělávání, rychlejší výměny informací a rovného přístupu k nástrojům. Potřeba jasnější legislativy je však z velké části ignorována a stále existují oblasti, které je třeba zlepšit. Výsledky studie naznačují potřebu zefektivnění právních systémů, řízeného financování a posílení vzdělávání v oblastech, jako jsou jazykové kurzy a školení.

Abstract:

International police cooperation has become a critical component in the fight against transnational crime, security enhancement, and information sharing across borders in Europe. Through the establishment of legislative frameworks, mechanisms and agencies, Member States have successfully shared resources and intelligence leading to the effective investigation and prosecution of criminals. However, challenges remain, both in the operational cooperation of individual law enforcement officers and in national cooperation in aspects of legislation, finances, and education. The recent 2021 European Union (EU) Police Cooperation Code aims to address some of these challenges by acknowledging the need for improved education, equal access to tools, and faster exchange of information. However, the need for clearer legislation is largely ignored, and there are still areas for improvement. The study results suggest the need for streamlining legal systems, directed financing and enhanced education in areas such as language courses and training opportunities.
