EU Tourism Policy and its impact on regional develoment in the Czech republic

Abstract:

Cestovní ruch je ve světě považovaný za odvětví budoucnosti. Nejvýznamnější je hospodářská dimenze cestovního ruchu, zejména jeho působení na tvorbu HDP, zaměstnanost, kapitálové investice a v neposlední řadě vliv na platební bilanci státu. Důležité role cestovního ruchu v evropských ekonomikách si je vědoma i samotná Evropská unie, jejíž snaha o vytvoření společné politiky cestovního ruchu se datuje do osmdesátých let. Účelem této práce je proto vymezit politiku cestovního ruchu na úrovni Evropské unie, primárně z hlediska právních aktů a regionální politiky EU, a zjistit, zda a do jaké míry ovlivňuje politiku cestovního ruchu v České republice. V první kapitole práce budou vysvětleny základní pojmy cestovního ruchu a jeho ekonomického významu pro národní hospodářství. Druhá kapitola bude popisovat vývoj evropské politiky cestovního ruchu, pro pochopení budou vymezeny instituce EU zodpovědné za oblast cestovního ruchu, jejich pravomoci a používané nástroje podpory cestovního ruchu včetně strukturálních fondů. Třetí část bude poskytovat základní informace o subjektech a dokumentech v cestovním ruchu České republiky, přičemž stěžejní část kapitoly se bude věnovat vlivu členství České republiky v Evropské unii na politiku cestovního ruchu v ČR. Čtvrtá kapitola představí regionální politiku EU jako nástroj vlivu Evropské unie na politiku cestovního ruchu v ČR a v jejích regionech.

Abstract:

Tourism is expected to be the world's future. The most important aspects of tourism are particularly the effects on GDP, employment, capital investment and the balance of payments. The important role of tourism in European economies is acknowledged by the European Union itself, which seeks to create a common tourism policy. The purpose of this work is to define the EU tourism policy, primarily in the terms of legal instruments and regional policy, and determine whether and to what extent that policy has its impact on tourism in the Czech Republic. The first chapter will explain the basic concepts and definitions of tourism and its economic importance for the economy. The second section will describe the development of European tourism policy; for better understanding this part will also define EU institutions responsible for tourism, their competencies and used instruments to promote tourism, including the Structural Funds. The third part of the thesis will provide basic information about legislation and strategic documents in tourism in the Czech Republic, but the central part of the chapter will be devoted to the influence of the European Union to the tourism policy in the Czech Republic. The fourth chapter presents the EU's regional policy as a tool to influence the tourism policy in the Czech Republic and its regions.
