Evropský výbor regionů jako náplast na demokratický deficit?

Abstract:

Výbor regionů vznikl jako instituce, která má ambici přiblížit Evropu občanům. Právě vzdálená Evropa je jedním z projevů demokratického deficitu Evropské unie, dá se tedy říci, že Výbor regionů má potenciál eliminovat demokratický deficit Evropské unie. Cílem této diplomové práce je identifikovat, jaké kroky Výbor regionů prosazuje v rámci snahy přispět k eliminaci demokratického deficitu Evropské unie. Na základě analýzy obsahu stanovisek této instituce je vyvozen závěr, že ačkoli Výbor regionů formálně vyplňuje mezeru mezi nadnárodní úrovní a občany, prosazuje převážně obecná doporučení bez bližší specifikace a jasné implementační strategie. Tuto instituci proto lze v souladu s názvem této diplomové práce označit za pouhou náplast na závažný problém demokratického deficitu.

Abstract:

The Committee of the Regions was established as an institution aimed at bringing Europe closer to its citizens. A significant aspect of the democratic deficit within the European Union is the perceived distance of the EU from its citizens. Therefore, it can be argued that the Committee of the Regions has the potential to address this democratic deficit. The purpose of this thesis is to identify the steps the Committee of the Regions is taking to help eliminate the democratic deficit in the European Union. Through a content analysis of the institution's opinions, it is concluded that, while the Committee of the Regions nominally serves to bridge the gap between the supranational level and the citizens, it primarily issues general recommendations lacking specificity and a clear implementation strategy. Accordingly, as indicated in the title of this thesis, this institution may be viewed as a mere patch for a serious issue concerning the democratic deficit.
