Public Administration and the state of its drug policy - Carlsbad

Abstract:

Tématem diplomové práce je „Veřejná správa a její stav protidrogové politiky – Karlovy Vary“. Cílem mé práce je popsat a analyzovat stav protidrogových aktivit Veřejné správy v regionu Karlovy Vary; ve výzkumné sondě použiji metodu dotazníkového šetření a vyhodnocení získaných výsledků. Součástí závěru budou i doporučení, vyplývající ze získaných výsledků a aktuálních potřeb neziskových organizací. V první etapě se souhrnným způsobem zabývám teoretickým vymezením základních pojmů drogové problematiky, resp. obecně drogy, jejich vývoj, popis, účinky, závislost apod. Dále aktuální stav drogové problematiky, její vývoj, trendy, na našem území. Podrobněji se v tomto bloku diplomové práce zabývám problematikou prevence, která je prvořadá v boji proti zneužívání návykových látek (na prvním místě). Kvalitní, správně a včas vedená prevence, má pak reálnou možnost dosáhnout minimálně redukci stávajícího počtu uživatelů drog. V další kapitole spisový materiál pokračuje podrobnějším popisem národní protidrogové politiky, kde jsou uvedena jednotlivá východiska, směry strategie, principy a cíle protidrogové politiky, které přispívají ke zhodnocení spolupráce jednotlivých složek státní správy v boji proti drogám. Rovněž tak zde uvádím novou úpravu trestního zákoníku týkajícího se drog včetně povinností, úkolů dalších subjektů státní správy. Nemalý díl další teoretické části také tvoří veřejné správy, tzn. její organizační strukturou, celkovým principem fungování veřejné správy, kdy prvořadým akcentem (důrazem) v celém systému je zde především správná, trvalá a kvalitní spolupráce jednotlivých složek veřejné správy při řešení drogové problematiky, kontrolou jejich orgánů, vztahy a další zainteresovaná Ministerstva, nestátní neziskové organizace apod. V dalším bloku pokračuji charakteristikou Karlovarského kraje, kde pokračuji až k přiblížení Karlových Varů. V poslední řadě své diplomové práce se zabývám šetřením preventivních opatření v rámci protidrogové politiky, především pak u skupiny nezletilých (bohužel) a mladistvých, kteří a to určitě nejen podle mého názoru patří do ohrožené skupiny možných uživatelů návykových látek, zvláště pak prvně uvedená skupina nezletilých. V závěrečné kapitole je popsáno celkové shrnutí této práce a všech poznatků.

Abstract:

The thesis topic is "Public Administration and the state of drug policy - Carlsbad". The aim of my thesis is to describe and analyze the status of anti-drug activities of public administration in the region of Carlsbad, in a research probe use the method of questionnaire survey and evaluation of the results. The findings will also recommendations arising from the results obtained and the current needs of non-profit organizations.In the first stage, a comprehensive approach to the theoretical definition of basic concepts of drug problems, respectively. drugs in general, their development, description, effects, dependency, etc. In addition, the current state of the drugs problem, its evolution, trends in our country. In more detail in this block of the thesis deals with the issue of prevention, which is paramount in the fight against substance abuse (in the first place). Quality, and timely prevention led, has the real possibility of achieving at least reduce the current number of drug users. In the next chapter records material continues more detailed description of the national drug policy that lists the individual starting points, directions, strategies, principles and objectives of drug policy, which contribute to the evaluation of the cooperation of the individual components of government in the fight against drugs. Likewise, I present a new treatment of the Criminal Code relating to drugs, including duties, tasks, other state administration bodies. A considerable part of the more theoretical part also forms a government, ie. its organizational structure, the general principle of public administration where the primary accent (stress) in the entire system is especially good, lasting quality and cooperation of individual components of public administration in dealing with drug problems, control their bodies, relationships, and other interested ministries, nongovernmental organizations, etc . In the next block continuing characteristic of Carlsbad area, where I continue to zoom in Carlsbad. Finally, my thesis deals with the investigation of preventive measures on drug policy, especially in the group of minors (unfortunately) and juveniles, and certainly not in my opinion, belong to vulnerable groups of potential drug users, particularly the former group of minors. The final chapter describes the summary of this work and all knowledge.
