Political Inclusion of Ethnic Minorities in Competitive Authoritarianism: Case Study Georgia

Abstract:

Tato bakalářská práce se zabývá politickou inkluzí etnických menšin v Gruzii. Většinu obyvatel Gruzie tvoří etničtí Gruzíni. V Džavachetii ale nalezneme početnou menšinu etnických Arménů a v Dolní Kartlii menšinu etnických Ázerbájdžánců. Po rozpadu SSSR vznikla nezávislá Gruzie, která měla tendenci stát se demokracií. K úplnému přechodu na demokratický režim nedošlo a Gruzie se stala kompetitivním autoritářstvím. V kompetitivním autoritářství nalezneme formální i neformální instituce. Právě neformální instituce a neformální praktiky pomáhají etnickým menšinám se začleněním se do společnosti, jelikož většina formálních institucí slouží jen jako fasáda. Integrací etnických menšin se zabýváme od nástupu vlády Micheila Saakašviliho, jenž zavedl plno reforem na podporu integrace a inkluze etnických menšin. Po Saakašvilim následovala vláda Gruzínského snu, která k integraci menšin přistupovala odlišně. Ve výsledku ale reformy a přístupy k menšinám fungovaly jen na papíře. V praxi byly provedeny buď jen některé z nich, anebo byly provedeny tak, že se spíše etnické menšiny od integrace do gruzínské společnosti vzdalovaly.

Abstract:

This thesis si focused on political inclusion of ethnic minorities in Georgia. The majority population of Georgia are ethnic Georgians. However, we can find large minority of ethnic Armenians in Javakheti and minority of ethnic Azeris in Kvemo Kartli. After dissolution of the Soviet Union come into existence independent Georgia, which tended to become a democracy. But the transition into democracy was not completed and Georgia became a competitive authoritarianism. In competitive authoritarianism can occur formal and informal political institutions. Especially informal political institutions and informal practices contribute to integrate ethnic minorities into society. Formal political institutions serve only as facade. We pursue the integration of ethnic minorities since Mikheil Saakashvili's government. He introduce plenty of reforms to support the integration and inclusion of ethnic minorities. Saakashvili was followed by government of Georgian Dream, which approached differently to the integration of ethnic minorities. As a result of this reforms and approaches to minorities work only on paper. In practice, only some of these reforms were implemented. Even though the reforms were implemented they rather distance ethnic minorities from integration to Georgian society than help them.
