American foreign development cooperation in Iraq from the view of theories of international relations

Abstract:

Americká zahraniční pomoc proudící do Iráku je největším současným programem rekonstrukce. Předkládaná práce se pokouší o nalezení teoretických východisek činnosti tří hlavních subjektů realizujících tuto pomoc: státu, soukromých společností a nevládních organizací. Hypotézou je, že tyto subjekty vycházejí z různých teoretických pozic a přesto jsou schopny spolupracovat. Analýza ukazuje, že motivace zahraniční pomoci státu je převážně realistická, nicméně její cíle liberalistické a občas postpositivistické. Motivace a chování soukromých společností jsou téměř čistě realistické a naopak u nevládních organizací pouze liberalistické a postpositivistické. V několika momentech je možné identifikovat také vliv marxismu a to především v případě nevládních organizací. Všechny tři subjekty skutečně jsou schopny v Iráku spolupracovat, neboť jejich teoretická východiska se v některých momentech vzájemně prolínají. Výjimku představuje minimální teoretická blízkost mezi soukromými společnostmi a nevládními organizacemi, které také nedeklarují vzájemnou spolupráci. Celá práce může přispět k lepšímu porozumění jednání subjektů podílejících se na americké zahraniční pomoci.

Abstract:

American foreign aid flowing to Iraq is the biggest current program of reconstruction. This work looks for the theoretical resources for the work of three main subject involved: the state, the private corporations and the nongovernmental organizations. The hypothesis is that these subjects appear from different theoretical points but nevertheless are able to cooperate. The analysis shows that the motivation for foreign aid of the state is mainly realistic but its goals liberalistic and sometimes postpositivistic. The motivation and behavior of private corporations are almost purely realistic and of nongovernmental organization by contrary only liberalistic and postpositivistic. In a few moments it is possible to identify also the Marxist influence mainly in case of nongovernmental organization. All three subjects really are able to cooperate in Iraq, because their theoretical starting points are blended together in some moments. The exception constitutes the minimal theoretical proximity between private corporations and nongovernmental organizations which also do not declare mutual partnership. The whole work can contribute to better understanding of the action of the subject involved in American foreign aid.
