The process of setting the EU budget: the position of institutions and the interinstitutional consensus

Abstract:

Diplomová práce se zabývá zhodnocením postavení institucí EU v rozhodovacích procesech týkajících se otázek rozpočtu EU, a to jak z hlediska formálního ukotvení pravomocí institucí, tak z hlediska jejich postavení v praktickém vedení rozpočtových procedur. Kompetence institucí jsou přitom hodnoceny v případě rozhodování o finančním nařízení, vlastních zdrojích rozpočtu EU, víceletém finančním rámci a ročních rozpočtech EU. V rámci analytické části textu se práce věnuje analýze rozhodování Evropského parlamentu a Rady EU v rozpočtových procedurách pro roky 2005–2008. Na základě dílčích analýz jednotlivých rozpočtových procedur je následně zhodnoceno, mezi kterými institucemi je v rozpočtové proceduře patrná nejvyšší míra konsensu a jaké obecné rozhodovací tendence je možné sledovat v rozhodování o ročních rozpočtech EU.

Abstract:

The main purpose of this thesis is to evaluate the position of EU institutions in the decision-making processes connected with the budget of the European Union. Both, the formal competences of institutions and their position in the process of formulation of annual EU budget, are analysed. In order to evaluate the competences of the institutions in question, the thesis is focused on the financial regulation, own resources of the EU budget, multiannual financial framework and annual EU budgets decision-making processes. The analytical part of the thesis includes the analysis of decision-making of the European Parliament and the Council of the European Union during the budgetary procedures 2005–2008. Concerning the partial analyses of the particular budgetary procedures, the thesis tries to come to conclusion, which institutions are the most consensual and which general decision-making trends it is possible to deduce within the annual budget procedure of EU.
