Real estate tax as a tool to deal with high municipal indebtedness

Abstract:

Tato diplomová práce pojednává především o dani z nemovitých věcí. V úvodu se jedná o popis zařazení daně z nemovitých věcí do majetkových daní, vývoj této daně, o definici obce, jejích pravomocí ohledně daně z nemovitých věcí, o regulaci zadluženosti obcí a stavu jejich zadluženosti za rok 2017. Hlavním cílem této práce je zjištění, zda obce, které porušují nové pravidlo rozpočtové odpovědnosti, mohou řešit svou vysokou zadluženost prostřednictvím daně z nemovitých věcí. Ke splnění tohoto cíle je nutné splnit dílčí cíl, kterým je zjištění skutečné výše výnosu daně z nemovitých věcí při změně místního koeficientu. Hlavní cíl práce je aplikován na 456 obcí a na základě výsledků bylo zjištěno, že kromě jedné obce mohou všechny ostatní vyřešit svou vysokou zadluženost prostřednictvím daně z nemovitých věcí, jejíž výše může být ovlivněna místním koeficientem, a to do jednoho roku. Dalším výsledkem bylo, že téměř všechny obce mohou vyřešit svou zadluženost do 3 let a při využití daně z nemovitých věcí a místního koeficientu. Nakonec byl zkoumán vliv zadluženosti a daně z nemovitých věcí na jednoho obyvatele obce.

Abstract:

This thesis deals mainly with real estate tax. The introduction includes a description of the inclusion of real estate tax in property taxes, the development of this tax, the definition of the municipality, its powers regarding the real estate tax, the regulation of the indebtedness of municipalities and the state of their indebtedness for 2017. whether municipalities that violate the new rule of budgetary responsibility can address their high indebtedness through real estate tax. In order to achieve this objective, it is necessary to fulfill the sub-objective of finding the amount of real estate tax revenue when changing the local coefficient. The main goal of the thesis is applied to 456 municipalities and based on the results it was found out that besides one municipality all others can solve their high indebtedness by means of real estate tax, the amount of which can be influenced by the local coefficient within one year. Another result was that almost all municipalities can resolve their indebtedness within 3 years and use real estate tax and local coefficient. Finally, the impact of indebtedness and real estate tax on the municipality's inhabitants was examined.
